Permit process note
The Building Division page lists "Replacing roof shingles" among work that "Generally, projects that DO NOT require permits include," and lists new construction, additions, remodels and decks among projects that generally do require permits. The page does not address a full tear-off, a change of roofing material, or structural repair, so the department should be asked about those.
Adopted code
Ordinance No. 22-153 (Bill No. 13548, passed December 6, 2022) rewrote Code of Ordinances Section 500.070 so that "The 2021 International Residential Code for One- and Two-Family Dwellings, including Appendices A, B, C, D, G, H, J, K, N, and P, except as otherwise provided in this Chapter, as published by the International Code Council, Inc., is adopted by reference as the One- and Two-Family Dwelling Code of the City." The city's Construction Code Listing gives the codes as effective January 1, 2023. The local amendment list in Section 500.080 (items 1 to 84) was read in full. In Chapter 9, Roof Assemblies, it rewrites only Section R905.2.8.2 (valley linings) and Section R905.2.8.5 (drip edge); it does not amend the reroofing section, R908. It also rewrites the Section R105.2 list of work exempt from permit, which names no roofing work, and fills in Table R301.2(1).
Drip edge
Required — Amendment item 36 rewrites Section R905.2.8.5: "A drip edge or equivalent shall be provided at eaves and rake edges of shingle roofs." Drip edges must extend at least 1/4 inch below the roof sheathing and 2 inches back onto the deck, be fastened at no more than 12 inches on center, and "Underlayment shall be installed over the drip edge along eaves and under the underlayment along rake edges." About drip edge
Ice & water shield
Not required — The city's amended Table R301.2(1) enters "Ice Barrier Underlayment Required: No", so the ice barrier provisions of Chapter 9 are not triggered in St. Charles. About ice & water barrier
Repair permit threshold
The Building Division page lists "Replacing roof shingles" under "Generally, projects that DO NOT require permits include". The page frames this list as general guidance; the city's amended Section R105.2 list of work exempt from permit does not itself name roofing work. Questions go to the Community Development Department at 636-949-3222.
Wind design criteria
The city's amended Table R301.2(1) enters "Ultimate Wind Speed: 115 (51)", "Wind Design Speed: 90 mph", "Wind Topographical Effect: No", "Special Wind Region: No" and "Windborne Debris Zone: No", with "Ground Snow Load: 20 psf", Seismic Design Category C, "Weathering: Severe" and "Frost Line Depth: 30 inches".
Roof layer limit / recover
St. Charles's local amendments to the 2021 International Residential Code (Code of Ordinances Section 500.080, read in full) do not touch the reroofing section, R908, so the base rule applies. Under Section R908.3.1.1 of the 2021 IRC, a recover is barred "Where the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means tear-off.
Sales & use tax
7.9500% SALES TAX AND 7.9500% USE TAX FOR ST. CHARLES, ST. CHARLES COUNTY (Missouri Department of Revenue jurisdiction code 64082-183-000, listed as "ST CHARLES ST CHARLES COUNTY"), per the Department's Sales and Use Tax Rate Tables for October, November, December 2026 (updated 8/25/2026). The same table lists 14 other rows for parts of St. Charles inside a community improvement, transportation development or other district, in a separately coded part of the city, or in another county, with sales tax rates of 8.9500% to 9.9500%. For a roofer, the Department's Contractors Tax Matrix (effective 10-24-2022) defines a contractor as "Any person entering into an agreement to improve, repair, replace, erect or alter real property," and lists "Purchases of parts, materials, supplies, and chemicals purchased by contractors" as taxable. It says the "Missouri sales or Missouri consumer's use tax must be paid to the vendor or accrued and remitted directly to the Missouri Department of Revenue."
