The Saluda County Building Codes Department's notice states: "Permits are required for any changes to existing structures unless they are deemed Cosmetic. Failure to do so can result in penalties and/or fines." The notice does not define "Cosmetic", and the Department's posted list of work exempt from permit names no roof work. The County's fee schedule states: "Any person who commences any work on a building, structure, electrical, gas, mechanical or plumbing system before obtaining the necessary permits the fees shall be doubled." Adopted code
The Building Codes Department's posted notice states: "Saluda County adopted Building Codes in 2000." Chapter 6 of the Saluda County Code, "Buildings and Building Regulations", is not published online; Ordinance No. 13-25 (third reading November 10, 2025) amended and restated Chapter 6 to add the 2024 International Property Maintenance Code and names no residential code edition. The County has published no statement of which edition of the residential code it enforces; at the August 12, 2024 Council meeting, the Council Chairman "stated that SafeBuilt used the South Carolina building codes regulations." A homeowner guide the Department links is titled "2018 IRC Building Guide Residential Re-Roof" and is dated January 2020. At the state level, S.C. Code Section 6-9-10(A) requires every county to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's list of approved local modifications carries no modification for Saluda County. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.)
Repair permit threshold
The Department's notice states: "Permits are required for any changes to existing structures unless they are deemed Cosmetic." It sets no roof size, area or dollar threshold and does not define "Cosmetic". The Department's posted list of work exempt from permit (building items 1 through 13) names no roof work. The County's fee schedule charges a minimum building permit fee of $50.00 for a total valuation of "$5,000.00 and less", with valuation to "include total value of work, including materials and labor"; the schedule applies to "Residential – new construction or renovations". The County's building code chapter is not published online and its permit section was not read.
Wind design criteria
South Carolina's modification to IRC Section R301.2.1 (Reg. 8-1202) provides that "Buildings and portions thereof shall be constructed in accordance with the previously published maps by the South Carolina Building Codes Council", and that "Asphalt shingles shall be designed for wind speeds in accordance with Section R905.2.4." The Council's wind and seismic map for Saluda County, one of the county maps the Council approved "for the 2021 code cycle based on the 2015 International Residential Code", states: "All of Saluda County is in the 115 MPH Wind Speed". The map also divides the County between Seismic Design B and Seismic Design C.
Roof layer limit / recover
The 2021 International Residential Code, Section R908.3.1.1 Roof recover not allowed, bars a roof recover "Where the existing roof has two or more applications of any type of roof covering", as well as where the existing roof or roof covering is water soaked or has deteriorated to the point that it is not adequate as a base for additional roofing, or where the existing roof covering is slate, clay, cement or asbestos-cement tile. The South Carolina modifications to the 2021 IRC do not change the reroofing section, and the Building Codes Council lists no approved local modification for Saluda County. The County's own building code chapter is not published online and was not read, so this record declares no local layer rule.
Sales & use tax
8% in unincorporated Saluda County, in the Towns of Saluda, Ridge Spring and Ward, and in the parts of Batesburg-Leesville and Monetta that lie in Saluda County: 6% state sales tax plus the Saluda County Capital Projects tax and Local Option tax (unincorporated code 1041), per SCDOR form ST-575, South Carolina Sales Tax Rate by Municipality (Rev. 2/5/26). South Carolina taxes the roofer, not the homeowner's contract: Reg. 117-314.2 provides that "Building materials when purchased by builders, contractors, or landowners for use in adding to, repairing or altering real property are subject to either the sales or use tax at the time of purchase by such builder, contractor, or landowner", and its list of building materials names "roofing materials". Repair and replacement work are treated alike.

The Saluda County Building Codes Department issues building permits and performs inspections for Saluda County. Its permit technician and certified building official are staff of SAFEbuilt, the firm the County contracts for building code services. South Carolina law requires every county to enforce the state building codes in its unincorporated area; property inside an incorporated town may be permitted by the town, so confirm with the County before applying for work inside town limits.
