No, Rowan County, NC does not require a permit for like-for-like roof replacement (Rowan County - Building Inspections Department). North Carolina law (G.S. 160D-1110(c)) exempts from a building permit any work "costing forty thousand dollars ($40,000) or less and performed in accordance with the current edition of the North Carolina State Building Code in any single-family residence" unless it involves "The addition, repair, or replacement of load-bearing structures", "The use of materials not permitted by the North Carolina State Building Code" or "The addition of roofing, excluding replacement." The state's residential code adds (R908.3): "Replacement of up to 15% of the total roof deck shall not be considered structural work." The exemption is for single-family residences; duplexes and multi-family buildings are outside it. G.S. 143-138(b5): "No permit shall be required under the Code or any local variance thereof" for that work. An ordinary reroof of a single-family house in Rowan County that stays inside those limits needs no County permit, but must still be built to the 2018 North Carolina Residential Code. The County's Permitting Process page states "(Reference North Carolina General Statutes 160D-1110 for exemptions.)" Rowan County Code Sec. 7-108(a), still codified, prints an older line exempting only work costing $100 or less with no structural change. The County's permit-type list describes a "Re Roof" permit only for commercial structures ("Changing the Roof’ structure for Commercial Structure"), and its fee schedule (marked February 2024) has no roofing line. A residential job outside the exemption is applied for through the County's Citizen Self Service portal or in person with the County permit application at 402 N Main Street, Room 207, Salisbury (704-216-8619); the minimum fee for any permit is $75, plus the $10 Homeowners Recovery Fund fee on residential permits.

G.S. 87-1(a) makes a "general contractor" anyone who undertakes to construct "any building ... or any improvement or structure where the cost of the undertaking is forty thousand dollars ($40,000) or more"; roofing is a specialty classification, "S(Roofing)", under the Licensing Board for General Contractors' rules (21 NCAC 12A .0202). G.S. 87-1(b)(2) excludes a person who constructs or alters a building on land the person owns, where the building is intended solely for occupancy by that person and family, subject to G.S. 87-14. Whether a given reroof reaches the licence depends on its price, which this record does not decide.
- county_level: Rowan County Code Sec. 7-106 reads: "Every person carrying on the business of building contractor, plumbing contractor, heating-air conditioning contractor or electrical contractor within the county shall register at the office of the codes enforcement department, giving his name and place of business." The ordinance does not define "building contractor", and the County's permit pages do not mention this registration; this record does not decide whether it reaches a roofing contractor. Sec. 7-107 requires a $1,000 bond only of contractors who want to charge permit fees to a monthly account, and waives it for state-licensed general contractors. Sec. 7-112(a) still reads that no building permit shall be issued for work whose estimated total cost is "more than twenty thousand dollars ($20,000.00) unless the work is to be performed by a licensed general contractor"; the County's current permit application uses the state's $40,000 figure, with an "Unlicensed GC" block for a "Contract < $40,000" under the G.S. 87-14 exemption, and requires licensed contractors to certify they hold a North Carolina contractor's licence. The County publishes no roofing contractor licence of its own.

Adopted code
The 2018 North Carolina Residential Code (based on the 2015 International Residential Code) is the edition in force, with the state's approved amendments; the 2024 edition has been adopted but has no effective date. North Carolina's building code applies statewide. Rowan County's own code adopts the state codes by reference without technical amendment: Sec. 7-56 adopts "The current edition of the North Carolina Uniform Residential Building Code ... as the residential building code for one- or two-family residential buildings in the county", and Sec. 7-52 adopts "The current edition of the North Carolina State Building Code, Volume 1, General Construction". Chapter 7 (Buildings) of the Rowan County Code of Ordinances, codified through the ordinance of March 2, 2026, contains no roofing provision of its own. The County's Building Inspections page describes its work as "enforcing the North Carolina State Building Code". On drip edge the state code reads (R905.2.8.5): "Drip Edge. Deleted. Not required unless required by the roof covering manufacturer installation instructions."
Impact-resistant roofing
Not required — Neither the state's approved amendments to the 2018 North Carolina Residential Code (adopted December 2017 through December 2024) nor Chapter 7 (Buildings) of the Rowan County Code of Ordinances, which adopts the state codes by reference, contains a UL 2218 or Class 4 impact requirement for roof coverings.
Repair permit threshold
North Carolina General Statute 160D-1110(c): "No permit issued under Article 9 of Chapter 143 of the General Statutes is required for any construction, installation, repair, replacement, or alteration costing forty thousand dollars ($40,000) or less and performed in accordance with the current edition of the North Carolina State Building Code in any single-family residence, farm building, or commercial building unless the work involves any of the following: (1) The addition, repair, or replacement of load-bearing structures. ... (4) The use of materials not permitted by the North Carolina State Building Code. (5) The addition of roofing, excluding replacement." The 2018 North Carolina Residential Code, Section R908.3 as amended by the state: "Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck and replacement of up to 15% of the total existing roof deck. Replacement of up to 15% of the total roof deck shall not be considered structural work." The exemption is written for single-family residences; duplexes and multi-family buildings are outside it. G.S. 143-138(b5) states the same exemption: "No permit shall be required under the Code or any local variance thereof approved under subsection (e) for any construction, installation, repair, replacement, or alteration performed in accordance with the current edition of the North Carolina State Building Code and costing forty thousand dollars ($40,000) or less in any single family residence, farm building, or commercial building". So in a single-family house, a roof replacement costing $40,000 or less, done to the state code with approved materials and replacing no more than 15% of the deck, needs no building permit. A job over $40,000, one that replaces more than 15% of the deck or other load-bearing framing, or one that adds roofing (as opposed to replacing it) needs a permit. Rowan County's Permitting Process page lists "The construction, reconstruction, alteration, repair, movement to another site, removal or demolition of any building" under "Projects Requiring Permits" and states "(Reference North Carolina General Statutes 160D-1110 for exemptions.)" Rowan County Code Sec. 7-108(a), still codified in the County's Code of Ordinances, prints an older exemption line: no building permit is required only for "work the total cost of which does not exceed one hundred dollars ($100.00) and which does not involve any change of the structural parts or the stairways, elevators, fire escapes or other means of egress".
Roof layer limit / recover
Rowan County publishes no local layer limit; its code adopts the state residential code by reference, and the state has amended that code at its reroofing section. The state's amended text (R908.3): "Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck and replacement of up to 15% of the total existing roof deck. Replacement of up to 15% of the total roof deck shall not be considered structural work." That sentence defines what a full replacement includes; for whether a new covering may be laid over an existing one, read the recover provisions of Section R908 of the 2018 North Carolina Residential Code itself.
Deck & sheathing requirements
Rowan County publishes no local roof deck or sheathing rule; Chapter 7 of its code adopts the state codes by reference and adds no technical provision, so the 2018 North Carolina Residential Code applies. The one state rule written for deck work during a reroof is R908.3: "Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck and replacement of up to 15% of the total existing roof deck. Replacement of up to 15% of the total roof deck shall not be considered structural work." Replacing more than 15% of the deck is structural work, which takes the job outside the state's permit exemption. The state's approved residential code amendments adopted from December 2017 through December 2024 make no other change to the roof sheathing provisions.
Sales & use tax
7% in Rowan County (the 4.75% state rate plus local tax), per the North Carolina Department of Revenue's current sales and use tax rates table, read September 26, 2026. How it applies to roofing depends on the job. NCDOR's taxability chart lists "Complete replacement of roofing systems" as a capital improvement: the roofer is the consumer of the materials, pays sales or use tax on them when bought, and does not charge sales tax to the homeowner (NCDOR: "The real property contractor is the consumer of the item that the real property contractor purchases, installs, or applies for others to fulfill a real property contract"). The same chart lists "Repair, maintain, or partially replace all types of roofing systems" as taxable: a repair job is a repair, maintenance and installation service, and sales tax at the 7% combined rate applies to the roofer's charge.
