No, Round Rock, TX does not require a permit for like-for-like roof replacement (City of Round Rock - Building Inspection Division). NO PERMIT FOR A RESIDENTIAL RE-ROOF, PER THE BUILDING INSPECTION DIVISION. The division's Homeowner Projects page (read 2026-09-26) states: "The City of Round Rock does not require a permit for a residential re-roof. If you are modifying the roof, you must apply for a residential remodel permit." Its Other Building Permits page says the same ("If you are modifying the roof, you will need to apply for a residential remodel permit"), and both pages add: "Contact Building Inspections staff at 512-218-5550 if you have any questions." The division does not define "modifying the roof." Where a permit is needed it is the residential remodel permit, $500 (Tier #7, "Home remodels and additions," in the city's fee schedule), and the fee schedule states: "Where work for which a permit is required by the Code is started or proceeded with prior to obtaining said permit, the fees herein specified shall be doubled". The no-permit line is the division's stated practice; no building-permit provision of the city's code names roof work either way. The city's amendments in Sec. 8-105 insert the city's name in Section R101.1, amend Section R302.2.2 (common walls) and repeal Exception 6 of Section R302.2.6 (structural independence); they change nothing in Chapter 9 (roof assemblies). The same ordinance adopts the 2024 International Building Code (Secs. 8-102 and 8-103) and the 2024 International Existing Building Code (Secs. 8-100 and 8-101). The Building Inspection Division page lists the 2024 IBC, IFC, IECC, IRC, ISPSC, IMC and IPC and the 2023 National Electrical Code as currently adopted. State context: Texas Local Government Code Section 214.212 adopts the International Residential Code as it existed on May 1, 2012 as a municipal residential building code in Texas and allows a city to adopt local amendments by ordinance after a public hearing.

8.25% combined (6.25% state + 2.00% City of Round Rock). The Texas Comptroller's local sales tax rate file (July 2026 quarter) lists Round Rock at a 2.00% city rate with no county, special-purpose district or transit rate, for both the Williamson County and Travis County portions of the city, total 8.25%, which is the most that can be collected because local tax cannot exceed 2 percent. Under the Comptroller's guidance for real property repair and remodeling (Publication 94-116), labor to repair, remodel or restore residential real property is not taxable, and under a lump-sum contract (one price for the entire job) the contractor pays tax on supplies, materials, equipment and taxable services when buying them and does not charge the customer tax, so on a lump-sum residential re-roof the combined rate above is the roofer's own cost on materials purchased, not a rate charged to the homeowner.
