City of Rolling Meadows Community Development Department
Building permits in the City of Rolling Meadows, Illinois, in Cook County, are handled by the City's Community Development Department at 3600 Kirchoff Road. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Rolling Meadows's roofing rules are its own: the City's Building Codes page says the 2024 International Residential Code applies to permits issued after January 1, 2026, replacing the 2018 edition in effect since July 1, 2022. This listing covers the office's contact details, the City's own statements on code, permits and contractor bonds, and the rules state law sets for every Illinois roofer.

Registration details
- state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
- city_level: CITY CONTRACTOR LICENSING AND INSURANCE ON TOP OF THE STATE LICENSE; ROOFERS ARE EXCEPTED FROM THE CITY BOND. The City's Building Code Update flyer, issued for the code update that took effect July 1, 2022, says "All contractors, except for plumbing contractors, will be required to submit a certificate of insurance in the amount of $1,000,000," and that "All other contractors, except for roofing and plumbing contractors, will be required to submit a license and permit bond in the amount of $10,000, regardless of the value of the work." The City's Permit Process page says "All required bonds and licenses must be on file with us prior to permit issuance."
Permit process note
PERMITS ARE APPLIED FOR ONLINE OR IN PERSON, WITH ABOUT TEN BUSINESS DAYS OF REVIEW. The City's Building Permits & Inspections page says "Most home improvement or repair projects for your home will require a permit" and asks owners to contact the Community Development Department to discuss plans; it does not name roof replacement specifically. Applications list the contractors "complete with license and bond if applicable" and the "Valuation (cost of construction)," and "Faxed applications and bonds are not acceptable." The City's Permit Process page says "All required bonds and licenses must be on file with us prior to permit issuance," "Payment is due at the time the permit is issued," and "Normal review turnaround time for a permit application is approximately ten (10) business days at a minimum." A green permit placard is issued and "should be displayed until the final inspection is passed."
Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE FOR PERMITS ISSUED AFTER JANUARY 1, 2026, PER THE CITY'S OWN CODES PAGE. The City's Building Codes page says "The City is adopting new Codes for all permits issued after 1/1/2026," that "Plans for permits issued after January 1, 2026 must conform to the new Code editions," and, "For permits issued after 1/1/2026, the following Codes will apply," lists "2024 International Residential Code," "2024 International Building Code" and "2024 International Existing Building Code." Under "Adopted Codes," the page says "As of July 1, 2022, these codes went into effect" and lists the "2018 International Residential Code," with the "Illinois-adopted International Energy Conservation Code" among the state requirements. The page gives no adopting ordinance number for the 2024 editions. It says "The City local amendments to the 2018 code sets have also been updated as of July 1, 2022" and points to the City's Chapter 18: Buildings and Building Regulations, which this record did not read, so it does not state whether the City has amended the IRC's roof provisions or how its amendments carry over to the 2024 editions.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Rolling Meadows job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.
