Not required — Town of Olathe Title III, Chapter 1 adds no roof-specific mid- installation inspection stage -- its only inspection procedure text, Section 3-1-5, addresses electrical-permit inspections. The base code's own general inspection list, Section R109, is identical in structure in both the 2006 and 2018 editions: Section R109.1.4 (Frame and masonry inspection) reads "Inspection of framing and masonry construction shall be made after the roof, masonry, all framing, firestopping, draftstopping and bracing are in place and after the plumbing, mechanical and electrical rough inspections are approved" -- i.e. it occurs only after the roof already exists. No standalone mid-roof inspection stage is named in either edition.
Repair permit threshold
Town of Olathe Title III, Chapter 1, Section 3-1-3(H) (Ord. 2009-09) inserts a flat permit-fee schedule at IRC Section R108.2 that charges reroofing its own line-item fee -- "Reroof: $50.00" -- alongside "New Residence: $85.00 per square foot," "Remodel: $42.50 per square foot," and "Stucco: $50.00." No dollar-value or square-footage threshold exempts a reroof from needing a permit; the fee applies regardless of job size. This is a local insertion into the IRC's own fee section, so it applies regardless of which edition of the IRC the Town's base code is currently on.
Roof layer limit / recover
Town of Olathe Title III, Chapter 1's amendment list reaches no amendment to IRC Chapter 9 (Roof Assemblies) in either candidate edition of the Town's base code, so the base code's own reroofing section governs either way. The 2006 IRC's Section R907.3 states: "New roof coverings shall not be installed without first removing existing roof coverings where any of the following conditions occur: ... 3. Where the existing roof has two or more applications of any type of roof covering." The 2018 IRC's renumbered equivalent, Section R908.3.1.1, states the same rule: "A roof recover shall not be permitted where any of the following conditions occur: ... 3. Where the existing roof has two or more applications of any type of roof covering." Both editions agree, so at most one recover is permitted before a full tear-off replacement is required.
Deck & sheathing requirements
Town of Olathe Title III, Chapter 1's amendment list reaches no amendment to this section in either candidate edition of the Town's base code. Both the 2006 and 2018 IRC's Section R905.2.1 read, verbatim and identically: "Asphalt shingles shall be fastened to solidly sheathed decks."
