The building code amendments are confined to the code's title, a requirement that inspection requests be made a working day in advance, a permit fee refund policy, replacement of the board of appeals, a foundation and soils investigation provision, and adoption of Appendices C and J. The residential code amendments are confined to the code's title, repeal of the board of appeals, and a local Table R301.2(1) setting climatic and geographic design criteria including a forty pound ground snow load, an eighty mile per hour wind speed and a requirement for ice shield underlayment. Neither list reaches Chapter 9, Roof Assemblies, and Title 15 contains no roof covering requirement of any kind, no impact resistance requirement and no reference to UL 2218 or Class 4 roof coverings.

The 2003 International Residential Code, Section R907.3, Recovering versus replacement, requires removal of the existing roof covering before installing a new one where the existing roof has two or more applications of any type of roof covering (among other conditions -- water-soaked or deteriorated coverings, or existing wood shake, slate, clay, cement or asbestos-cement tile). Exceptions allow complete separate roofing systems (e.g. standing-seam metal) not relying on the existing roof for support, and metal panel, metal shingle, concrete or clay tile installed over an existing wood shake roof under Section R907.4. No Town of Meeker amendment at Section 15.5.102 touches Chapter 9.

The 2003 International Residential Code, Section R803, Roof Sheathing, sets two paths. Lumber sheathing (R803.1) must meet Table R803.1: minimum 5/8 inch net thickness at 24-inch rafter/beam spacing, 1-1/2 inch tongue-and-groove at wider spacings (48/60/72 inches); spaced lumber sheathing is permitted only for wood shingle or shake roofing and is not allowed in Seismic Design Category D2.
