Permit process note
The city's Building Permits page lists "Roof" among the permits available through the city's online permit site. The city's amended IRC Section R105.2, Work exempt from permit (Louisburg City Code Section 4-202), lists no roofing work among the building items exempt from permit.
Adopted code
Louisburg City Code Section 4-201 adopts "the International Residential Code, 2018 Edition, including Appendix Chapters E, F, G and H as published by the International Code Council" as the Residential Code of the City of Louisburg (Ord. 864; Code 2020; Ord. 1126), with the revisions listed in Section 4-202. The city's Construction Codes page lists the International Residential Code 2018 among its adopted codes.
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2018 International Residential Code via Louisburg City Code Section 4-201 (Ord. 864; Ord. 1126); that instrument, Chapter 4, Article 2, Sections 4-201 through 4-204, including every revision listed in Section 4-202, read in full, does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law. About drip edge
Ice & water shield
Required — Louisburg City Code Section 4-202 amends Section R301.2 of the 2018 International Residential Code by inserting Table R301.2(1), Climatic and Geographic Design Criteria, whose ice shield underlayment column reads YES. About ice & water barrier
Impact-resistant roofing
Not required — Louisburg City Code Chapter 4, Article 2, Sections 4-201 through 4-204, which adopts the 2018 International Residential Code (Section 4-201) and lists every local revision (Section 4-202), was read in full. Counts across the article: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. Its roof-covering amendments are Section R902.1, which requires Class A fire-classified roofing near property lines and between closely spaced structures, and the new Section R908.7 on partial replacement; neither sets an impact-resistance requirement.
Wind design criteria
Wind speed 90 mph; Seismic Design Category A. (Louisburg City Code Section 4-202, inserting Table R301.2(1), Climatic and Geographic Design Criteria, into the 2018 International Residential Code.) The inserted table has a single wind speed column and states no topographic effects, special wind region or windborne debris zone entries.
Roof layer limit / recover
Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. Louisburg City Code Section 4-202 does not amend R908.3.1.1, but adds a new Section R908.7, Partial Replacement: "Where only a portion of the existing roof coverings are being replaced, the replacement roof coverings shall be the exact brand and type, shall be of a material from the City of Louisburg's approved roofing list, and shall exactly match the color of the existing roof coverings. Where over 50 % of the roof coverings are being replaced, complete replacement of all roof coverings is required."
Sales & use tax
Louisburg's combined sales tax rate is 9.5% (Kansas state 6.5% + Miami County 1.5% + City of Louisburg 1.5%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."
