Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE, ADOPTED BY ORDINANCE NO. 25-019, IN FORCE FROM JANUARY 1, 2026. The City's Current Codes & Amendments page says "We currently follow," and lists "2024 International Residential Code for One & two Family Dwellings," "2024 International Existing Building Code" and "2024 International Property Maintenance Code." The City's code-change notice says "the Lockport City Council has adopted the 2024 ICC Building, Fire and Existing Building Codes" and that "This change will take effect on January 1, 2026." Ordinance No. 25-019, passed December 3, 2025 and hosted by the City as a scanned PDF, replaces Chapter 152 of the Lockport Code of Ordinances in its entirety; Section 152.01 adopts the International Residential Code for One- and Two-Family Dwellings, 2024 Edition, by reference. The residential amendments in Section 152.03 were read; the only roof-chapter amendment is to Section R903.2.1 (drip edge and gutters). That section's heading still reads as amendments to the 2015 International Residential Code, a carry-over from Ord. 20-001 of March 4, 2020. The rest of the ordinance was not read for hail or impact-resistance provisions.
Drip edge
Required — REQUIRED BY THE CITY'S OWN IRC AMENDMENT WHERE THERE IS NO GUTTER, AND GUTTERS ARE REQUIRED ON EVERY NEW ROOF. Ordinance No. 25-019, which the City hosts as a scanned PDF, amends IRC Section R903.2.1 (Locations) by adding two items: metal drip edge flashing is to be applied to all areas of a roof, eaves and gable ends, where there are no gutters or other approved flashing, and where gutters are installed an approved gutter flashing is to be installed per the manufacturer's instructions; and gutters are required on all new roof installations, with downspouts that do not discharge onto a driveway, sidewalk or other walking surface. This is read from the enacted ordinance text, paraphrased here because the City's PDF is an image scan. About drip edge
Ice & water shield
Required — REQUIRED, PER THE CITY'S OWN TABLE R301.2(1). The Table R301.2(1) climatic and geographic design criteria that Ordinance No. 25-019 inserts into the City's IRC amendments answer Yes to Ice Barrier Underlayment Required. The ordinance's roof-chapter amendments do not otherwise touch the ice barrier, so the IRC's own ice-barrier section applies as adopted. Read from the enacted ordinance text, a scanned PDF the City hosts. About ice & water barrier
Repair permit threshold
PATCHING A ROOF IS PERMIT-FREE; A RE-ROOF IS NOT. The City's Building Department questions say "Permits are required for the following improvements," naming among them "alterations or replacement of water supply lines" and the rest of that list through "water heaters; re-roofs; and siding." The same page says "A permit is not required for ordinary, non-structural repairs, including but not limited to the following," and that list includes "Patching a roof." The City states no square-foot or dollar line between a patch and a re-roof. It also says "Properties located in the Historic Preservation District have special regulations which must be followed," and "The above list does not apply to any property located in this district."
Wind design criteria
115 MPH DESIGN WIND SPEED, IN A SPECIAL WIND REGION, PER THE CITY'S OWN TABLE R301.2(1). The table that Ordinance No. 25-019 inserts into the City's IRC amendments gives a ground snow load of 30 psf, a wind speed of 115 mph, topographic effects No, special wind region Yes, wind-borne debris zone No, seismic design category B, weathering Severe, frost line depth 42 inches, termite Moderate to Heavy, winter design temperature 0 degrees, ice barrier underlayment required Yes, an air freezing index of 2000 and a mean annual temperature of 50.6. Read from the enacted ordinance text, a scanned PDF the City hosts.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Lockport job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the City of Lockport, Illinois, in Will County, are handled by the City's Building Department, part of Community & Economic Development, on the second floor of City Hall at 222 E. 9th Street. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Lockport's roofing rules are its own: the City's Current Codes & Amendments page lists the 2024 International Residential Code for one- and two-family dwellings. The City's permit questions list re-roofs among the work that needs a permit; this listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.
