Yes, a permit is required to replace a roof in League City, TX, issued by City of League City - Building Department. On the state side, the Texas Department of Insurance describes its windstorm certificate this way: "If the repairs are inspected and comply with the IBC or IRC, TDI issues a Certificate of Compliance, Form WPI-8, to Texas Windstorm Insurance Association (TWIA)," and says these rules apply "if your home is in the first row of Texas counties bordering the Gulf of Mexico, or in one of the these cities in Harris County east of State Highway 146: La Porte, Morgan's Point, Pasadena, Seabrook, or Shore Acres." Texas Insurance Code Sec. 2210.003(4) lists Galveston County among the first tier coastal counties; the Comptroller's rate file lists League City in both Galveston and Harris counties. Inspection requests go through the portal by 3 p.m. for a next-business-day inspection.

- state_level: Texas issues no state roofing contractor licence; the Texas Department of Licensing and Regulation's program list (tdlr.texas.gov) has no roofing program.
- city_level: League City Code of Ordinances Sec. 22-6 requires "every contractor, sub-contractor, or builder who shall make contracts for the installation, repair, or alteration of any building, structure, or system for which a permit is required" to "apply for registration to work in the city," with a current state license "if applicable," a copy of current workmen's compensation insurance, and "Proof of comprehensive general liability insurance coverage with limits of not less than $250,000.00 per occurrence for bodily injury and $100,000.00 per occurrence for property damage." Registration expires one year from issuance or renewal. The Building Department page lists the registration items as proof of insurance "listing the City of League City as the certificate holder (Minimum $250,000 coverage)," a state-issued trade license when applicable, a state-issued photo ID, and a "$150 annual registration fee (MEP contractors are exempt; except where doing GC work)." The City's Contractor Registration Application adds: "Each of these items must be provided, approved, and entered into our records before any work may be permitted or commenced in the City of League City." Registration is submitted through the Online Permit Portal, and the department verifies that registration is current before it issues a permit.

Inspection requirements
"Schedule all inspections via the Online Permit Portal." "The current cut-off time for the next business day inspection is 3 p.m." and requests must include contact information for the resident or company representative. "The Building Department office is only open until noon on Fridays; inspections are only done until 11 a.m. on Fridays." Re-inspection fees are $100 for the first violation, $300 for the second for the same failure and $500 for the third, and must be paid before further inspections are requested.

League City Code of Ordinances Sec. 22-15 adopts "the International Residential Code, 2021 edition, including all appendices," "except as modified by section 22-16" (Ord. No. 2018-21; Ord. No. 2022-06, adopted 4-12-2022; amendments in Sec. 22-16 last amended by Ord. No. 2025-10, 3-25-2025), and Sec. 22-31 adopts the International Building Code, 2021 edition. The Building Department page states the City enforces the 2021 International Building Code, 2021 International Residential Code, 2021 International Fuel Gas Code, 2021 International Mechanical Code, 2021 International Plumbing Code, 2021 International Energy Code, 2021 International Property Maintenance Code, 2021 International Swimming Pool and Spa Code, 2023 National Electrical Code, 2021 International Fire Code and 2021 NFPA 101 Life Safety Code. The code as read is codified through Ordinance No. 2025-57 (Supp. No. 22). For context, Texas Local Government Code Sec. 214.212 adopts the International Residential Code as it existed on May 1, 2012 as the municipal residential building code in Texas and lets a city adopt local amendments by ordinance after a public hearing.
Drip edge
Required — The 2021 International Residential Code requires a drip edge at eaves and rake edges of shingle roofs (Section R905.2.8.5, Drip edge). League City adopted the 2021 IRC by Code of Ordinances Sec. 22-15; its IRC amendments in Sec. 22-16, read in full, change R112.1, R905.7 (wood shingles), R905.8 (wood shakes) and the reroofing general subsection, and do not amend R905.2.8.5.
About drip edge
Impact-resistant roofing
Not required — Neither Sec. 22-15 (adopting the 2021 IRC) nor the City's IRC amendments in Sec. 22-16 or its windstorm and hurricane provisions in Sec. 22-35 contains a UL 2218 or Class 4 impact requirement for roof coverings. The shingle rule in Sec. 22-35(3), "ASTM D 3161 Class F," is a wind rating, and the impact language in Sec. 22-35(5) applies to glazing ("Glazing in all buildings shall be impact-resistant or protected with an impact-resistant covering ... ASTM E 1996 and/or ASTM E 1886"), not to the roof covering.
Repair permit threshold
The City's amendments to the International Residential Code (Code of Ordinances Sec. 22-16(5)) state: "Permits issued by the building official shall be required prior to the replacement of all roofs for residential structures located within the city limits." For smaller repairs, the Building Department's Permits page lists as permit work "Re-roofing, if over 100 square feet (1 square) of shingles/roofing is to be replaced," and the City's FAQ says the same ("Re-roof, if over 100 square feet (1 square) of shingles/roofing is to be replaced"). For wood roofs, Sec. 22-16(2) provides that "Existing wood shingle roofs may be repaired using wood shingles when the area to be repaired is less than 25% of the existing total roof area."
Wind design criteria
League City's own wind provisions are in Code of Ordinances Sec. 22-35, Windstorm and hurricane protection: "The building official shall be provided design documentation from a state licensed engineer registered with the Texas Department of Insurance to perform windstorm inspections, for construction, renovation, or modification of all structures over 250 square feet located within the city limits, prior to release of permit," with a T.D.I. report at completion; "All asphalt shingles used in the city shall comply with ASTM D 3161 Class F" (a wind-resistance rating); and "All outdoor mechanical equipment and building components shall be anchored against overturning, uplift, and sliding in a design wind event." The Building Department page states: "All plans must reference and be compliant with the City of League City adopted codes, including the ultimate design wind speed in addition to TDI requirements." Chapter 22 does not amend IRC Table R301.2(1), and neither it nor the department's pages state a design wind speed figure. Separately, for Texas Windstorm Insurance Association eligibility, the Texas Department of Insurance rule 28 TAC Sec. 5.4013 provides that structures in the designated catastrophe areas "that are constructed, repaired, or to which additions are made on and after April 1, 2026, must comply with the 2024 editions of the International Residential Code and the International Building Code"; TDI states that under this rule "All sections of the catastrophe area are considered 'high wind areas'" for the underlayment methods of IRC Table R905.1.1(2) when a new roof covering is installed. That is TDI's insurance-eligibility standard, not the City's adopted code.
Roof layer limit / recover
League City's IRC amendments (Sec. 22-16(4)) replace the reroofing general subsection, labelled in the ordinance as "Section R907, Reroofing ... subsection R907.1," with: "907.1 General. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with the requirements of Chapter 9 of the 2021 International Residential Code." The City's code states no layer count of its own. In the 2021 IRC as published, reroofing is Section R908 (R907 is rooftop-mounted photovoltaic panel systems), and the limits on installing a roof recover are in Section R908.3.1.1.
Deck & sheathing requirements
League City adopts the 2021 International Residential Code (Sec. 22-15). Its IRC amendments in Sec. 22-16 and its windstorm and hurricane provisions in Sec. 22-35, read in full, contain no provision on roof decking or roof sheathing, so the base 2021 IRC provisions on roof sheathing (Section R803) and on deck requirements for each roof covering in Chapter 9 apply unmodified.
Sales & use tax
8.25% combined (6.25% state + 2.00% City of League City), the Texas local-rate cap, per the Texas Comptroller's local sales tax rate file for the July 2026 quarter ("Jul26"), which lists League City at the same rate in its Galveston County and Harris County portions with no county, special purpose district or transit tax. Under Comptroller guidance for real property repair and remodeling, "Labor to repair, remodel, or restore residential real property is not taxable"; on the lump-sum contract typical of residential re-roofing, "you pay tax on all your supplies, materials, equipment, and taxable services when you buy them. You don't charge your customer tax" (Comptroller Pub. 94-116, Real Property Repair and Remodeling, comptroller.texas.gov/taxes/publications/94-116.php) -- so the combined rate above is the roofer's own cost basis on materials purchased, not a rate charged to the homeowner.
