The City's Roof/Re-Roof Application Packet (revised 2/7/2024) lists the required applications as the "Broward County Uniform Permit Application" and the "Roof Application Packet 8th Edition" (the HVHZ Uniform Permit Application), and a minimum submittal of "Two (2) sets of product approvals," a "Signed Contract between Contractor and Owner," a Statement of Responsibility Regarding Asbestos, a "Roof-top Equipment Affidavit," the "Required Owners Notification for Roof Consideration" and a "Roof to Wall Connection Affidavit (if Applicable)," with a "Notice of Commencement (if job value over $2,500, required before 1st inspection)." Roofing permit required
Required
Contractor registration required
Required
Registration details
- state_level: Roofing contractor is a separately licensed trade in Florida. Section 489.105(3)(e), Florida Statutes, defines a "Roofing contractor" as "a contractor whose services are unlimited in the roofing trade," with a scope that includes "required roof-deck attachments; any repair or replacement of wood roof sheathing or fascia as needed during roof repair or replacement." Section 489.113(2) provides that a person "must be certified or registered in order to engage in the business of contracting in this state." A state-certified contractor may work statewide; under section 489.117(1)(b), "Registration allows the registrant to engage in contracting only in the counties, municipalities, or development districts where he or she has complied with all local licensing requirements, if any, and only for the type of work covered by the registration." Section 489.103(7) contains an owner-builder exemption for "Owners of property when acting as their own contractor and providing direct, onsite supervision themselves of all work not performed by licensed contractors," including one- and two-family residences for the owner's own occupancy or use and not offered for sale or lease; this record does not decide whether a particular reader falls within it.
- city_level: The City's Contractor Registration Form states: "Contractors must register with the Building Division to submit Building permits. All permit applications require the qualifier's original notarized signature." The documents it lists include a business tax receipt, general liability insurance, a copy of the qualifier's driver's license, a "State Certified License for the type of work being permitted," and workers' compensation coverage or an exemption, with the City of Lauderdale Lakes as certificate holder. The roofing packet calls for "Contractor Registration Requirements (if Contractor not registered with City)." For owners, the City's Owner Builder Affidavit (revised 10/02/2026) must be signed in person at the Building Division with proof of ownership, and recites that "state law requires construction to be done by a licensed contractor" and that an owner-builder "may build or improve a one-family or two-family residence" for the owner's own use or occupancy, not for sale or lease. Florida Building Code, Building, Section 1512.3.1 (High-Velocity Hurricane Zone) states that the HVHZ Uniform Roofing Permit Application is to be "completed and executed by a licensed contractor"; this record does not decide how that applies to an owner-builder. A business tax receipt is a general business tax, not a trade credential.

Inspection requirements
The City's Building Inspections page states that "ALL INSPECTIONS ARE BETWEEN 8:00 AM - 12:00 PM," that inspections are scheduled through the City's online payments portal, and that "The cut-off time to schedule an inspection is 3:30 pm for the following business day." The permit card and a job copy of the approved plans must be "prominently displayed for the inspector's review." A permit "will remain active if approved inspections are achieved at least every 180 days." Under the Broward County amendments (Section 110.3), inspections are performed "by BORA certified inspectors within their specific disciplines." The roofing packet's Roof to Wall Connection Affidavit is to be provided "signed and sealed prior to Final." City fee schedule section 1301(f) charges reinspections for the same violation "in multiples of $55.00" ($110.00 for the second, $165.00 for the third and $220.00 for the fourth).
Adopted code
Florida Building Code, 8th Edition (2023), effective December 31, 2023, adopted statewide by the Florida Building Commission under Rule 61G20-1.001, Florida Administrative Code, including its High-Velocity Hurricane Zone (HVHZ) provisions, which apply in Broward County. City Code section 18-2 provides: "The city hereby adopts the Florida Building Code, inclusive of the Broward County amendments thereto, as it may be amended from time to time, as the official regulation governing the construction of buildings and structures in the city" (Ord. No. 2016-23, September 27, 2016). The Broward County Board of Rules and Appeals' codified amendments to the 8th Edition (amendments effective through March 30, 2026) contain only Chapter 1 (Administration), which "shall apply countywide in both incorporated and unincorporated areas of Broward County, Florida," and under which detached one- and two-family dwellings and townhouses "shall comply with the FBC, Residential, and Broward County Amendments, Chapter 1." The City's Roof/Re-Roof Application Packet is drawn to "Florida Building Code 8th Edition (2023)." The City's building chapter (Code of Ordinances Chapter 18, read in full) makes administrative provisions only and amends no roofing section. Because Lauderdale Lakes is in the HVHZ, roofing on houses follows Florida Building Code, Building, Sections 1512 through 1525 rather than Chapter 9 of the Residential volume, whose Section R901.1 states: "Exception: Buildings and structures located within the High-Velocity Hurricane Zone shall comply with the provisions of Chapter 44."
Drip edge
Required — In the High-Velocity Hurricane Zone, Florida Building Code, Building, Section 1518.7.3.4 requires for asphalt shingle roofs that "All perimeter termination and valleys shall be fabricated from metal", and Section 1518.7.3.3 states that "Shingles shall not extend more than 1/4 inch (6.4 mm) beyond the eave and rake drip." Section 1517.6.2.1 sets the drip edge profile: "The vertical face shall be a minimum of 1 1/2 inches (38 mm) and shall extend down not less than 1/2 inch (12.7 mm) below the sheathing or other member immediately contiguous thereto. In all cases, the deck flange shall be not less than 2 inches (51 mm) in width," and "The deck flange shall be nailed with an approved minimum 12 gage annular ring shank nail at 4 inches (102 mm) o.c." (1517.6.2.6). The City's HVHZ application asks for the "Type & Size Drip Edge" on steep sloped roofs. Neither the City's building chapter (Chapter 18, read in full) nor Broward County's codified amendments, which contain only Chapter 1 (Administration), amend these sections.
About drip edge
Mid-roof inspection
Required — The City's Roof/Re-Roof Application Packet lists the roofing inspections as "Tin Cap (Flat Roof)," "Shingle in Progress," "Mop in Progress" and "Roof Final." The Broward County amendments to the Florida Building Code, which apply in the City, list among required building inspections: "Roof Sheathing. To be made after placement of panels or planking and sheathing fasteners, prior to application of base or anchor coat of roofing." and "Roofing Inspection. To be made in accordance with Chapter 15 of the FBC, and Section 706 of the FBC, Existing Building." (Section 110.3). Florida Building Code, Building, Section 1512.4.1 (High-Velocity Hurricane Zone) adds that "Certain roofing inspections shall be performed during specific phases of the applications"; for shingle, tile and other discontinuous roofs these include "During or after application of the base sheet, anchor sheet or underlayment of any roofing system" (1512.4.2.1) and "During the installation of any prepared roof covering, such as shingles, tiles, slates, shakes and similar" (1512.4.2.3).
Repair permit threshold
City Code section 18-6(8): "No roofing permit shall be required for the following: a. No permit will be required for maintenance or repair of any roof covering for work not exceeding $1,500.00 as determined by the building official." Section 18-6(1) adds that no permit is required "for general maintenance or repairs which do not change the occupancy and the value of which does not exceed $1,500.00 in labor and material as determined by the building official," and section 18-9 allows "Ordinary minor repairs" without a permit "with the approval of the building official." The Broward County amendments to the Florida Building Code, which apply countywide, carry the same $1,500 roof line (Section 105.2). Since July 1, 2026, section 553.79(1)(g), Florida Statutes, reads: "A local government that issues building permits shall exempt an owner of a single-family dwelling or the owner's contractor from the requirement to obtain a building permit to perform any work valued at less than $7,500 on the owner's property," does not apply to "Work on a property that is partially or entirely located in a flood hazard area" or to "Any electrical, plumbing, structural, mechanical, or gas work," requires "a written request for exemption to the local enforcement agency with a copy of the contract," and provides that "A construction project may not be divided into more than one project for the purpose of evading the requirements of this paragraph."
Wind design criteria
Lauderdale Lakes is in Broward County, part of the Florida Building Code's High-Velocity Hurricane Zone (HVHZ). Florida Building Code, Building, Section 1620.2 sets the wind velocity (3-second gust) used in structural calculations for Broward County at 156 mph for Risk Category I, 170 mph for Risk Category II, 180 mph for Risk Category III and 185 mph for Risk Category IV buildings and structures, and Section 1620.3 states: "All buildings and structures shall be considered to be in Exposure Category C, unless Exposure Category D applies, as defined in Section 26.7 of ASCE 7." The HVHZ Uniform Roofing Permit Application must include calculations under Chapter 16 (High-Velocity Hurricane Zones) "unless the roofing assembly is less than the height/pressure threshold allowed in the applicable protocols herein" (Section 1512.3.2); the City's packet asks for design wind pressures "From RAS 128 or Calculations" for low slope roofs and "From RAS 127 or Calculations" for steep sloped roofs. Asphalt shingles in the HVHZ are limited to "a roof mean height of 33 feet (10 m), unless otherwise specifically noted in the product approval" (Section 1518.7.2).
Roof layer limit / recover
Lauderdale Lakes is in the High-Velocity Hurricane Zone, where reroofing follows Florida Building Code, Building, Section 1521 rather than the Residential code's reroofing section. Neither the City's building chapter (Chapter 18, read in full) nor Broward County's codified amendments to the Florida Building Code, which contain only Chapter 1 (Administration), states a layer limit or amends Section 1521. Section 1521.9: "One additional roofing system may be applied over an original roofing assembly, providing the existing roofing assembly complies with the requirements of Section 1521." Section 1521.17: "Asphalt shingle assemblies may be applied over one existing layer of asphalt shingles having not more than 1/8-inch (3.2 mm) difference in level in the existing shingle material." Section 1521.16: "No recover application shall take place over existing wood shingles, shakes, slate, tile or metal shingles." Section 1521.19: "Roof coverings or roofing components, such as tile, slate or similar, shall not be applied over an existing roofing system."
Sales & use tax
7% combined on materials: the 6% Florida state sales and use tax plus Broward County's 1% discretionary sales surtax, which the Florida Department of Revenue's Form DR-15DSS for calendar year 2026 lists as effective January 1, 2019, with an expiration date of December 31, 2048. Per the Department, the surtax "applies to the first $5,000 of the sales amount on the sale, use, lease, rental, or license to use any item of tangible personal property." Under Rule 12A-1.051, Florida Administrative Code, "Roofing work" is a real property contract, and "Contractors are the ultimate consumers of materials and supplies they use to perform real property contracts and must pay tax on their costs of those materials and supplies, unless the contractor has entered a retail sale plus installation contract"; such contractors "should charge no tax to their customers, regardless of whether they itemize charges for materials and labor in their proposals or invoices." The rate is the roofer's cost on materials, repair and replacement alike, not a tax charged to the homeowner.
