Kiowa County Resolution 2023-06, linked from the county's Land Use page as "Resolution 2023-06 Adopting 2018 IBC," is "A Resolution of the Kiowa County Board of Commissioners Adopting 2018 International Building Code (IBC) and 2018 International Energy Conservation Code (IECC) and Amending Chapter 18, Articles 2, 9, and 13 of the IBC Code Related to Building Regulations." It recites that the county adopts these codes by reference under Title 31, Article 16, Part 2, C.R.S., and sets out amendments in three places: Section 1 amends Chapter 18, Article 2 (Residential Code) at Sec. 18-2-30(7), replacing International Residential Code Section R313.2 on automatic residential fire sprinkler systems in two-family dwellings; Section 2 amends Chapter 18, Article 9 (Energy Standards) at Secs. 18-9-40, 18-9-80 and 18-9-100; and Section 3 amends Chapter 18, Article 13 (Building Inspector and Building Permits) at Sec. 18-13-20, adding requirements that engineering plans and commercial construction documents be prepared, signed and sealed by a registered or licensed design professional. Its savings clause at Section 4 provides that "Except as amended hereby, the Kiowa County Building Code, as amended, shall remain valid and in full force and effect." That underlying Kiowa County Building Code, which Chapter 18 belongs to and which this resolution amends by reference, is not published on the county's site; the resolution's own amendment to "Section 18-2-30 (7)" shows that section already carried further amendments. So the adopted editions are established and the county's full amendment set is not. The Colorado Energy Office Statewide Building Code Adoption dataset, revised April 2, 2026, independently reports a 2018 adoption for the county.
