No, Jersey City, NJ does not require a permit for like-for-like roof replacement (City of Jersey City - Division of the Construction Code Official). Jersey City's ordinary-maintenance list, which includes reroofing a detached one- or two-family house, is headed "THIS DOES NOT SUPERCEDE HISTORIC APPROVAL REQUIREMENTS," and City Code Section 131-13 says "No permits shall be issued for the alteration, renovation, repair or demolition of a building or structure officially designated and approved as a historic site until such plans are approved by the Historic Preservation Commission." Where a reroof needs a permit, the application, payment and inspection requests go through the City's online customer portal, which also takes Historic Preservation applications. The Division is at the City Hall Annex, One Jackson Square (364 MLK Drive), phone (201) 547-5055; office hours are 9:00 a.m. to 4:30 p.m. and the permit counter is open 9:00 a.m. to 3:00 p.m. The Division states that "Construction Site Work Hours are Monday thru Friday 7:00am-6:00pm (Excluding Federal Holidays)." A dumpster permit is a separate application to the City's Department of Infrastructure.
