Permit process note
Per the city's Residential Roof Guidelines handout: "As a measure to ensure the safety of a home, the City of Irving requires a building permit on all re-roofing projects. All contractors who perform this type of work shall be registered with the City and a building permit shall be applied for and issued prior to the start of work." Roof repairs of one hundred (100) square feet or less do not require a permit. Reroofing is listed among residential permit types that do not require plans, and permits are applied for and paid through the city's MGO Connect online portal.
Inspection requirements
The final roof inspection verifies the roofing project is complete, that the installation complies with the most currently adopted codes and ordinances, and that all construction debris has been removed from the site. It is the responsibility of the roofing contractor and/or homeowner to ensure vent piping penetrates the roof, that proper clearances are maintained around appliance vents, and that all appliance vents are properly connected.

"Residential roofing requirements can be found in the 2021 International Residential Code," per the city's Building Inspections page, which links the 2021 IRC Re-Roof Chapter 9 and Table R503 re-roofing documents. The same page carries a notice of proposed ordinances for adopting the 2024 International Codes, so the adopted editions may change.
