Registration details
- state_level: North Carolina licenses general contractors at the state level by the cost of the job. G.S. 87-1(a) reaches anyone who undertakes to bid upon or to construct a building or improvement "where the cost of the undertaking is forty thousand dollars ($40,000) or more". The Town's Additional Web Resources page puts it this way: "If the project costs $40,000 or more, you will need a license to permit (GS 87-1)." A roofing job below that cost is not reached by the general contractor licence; one at or above it is. G.S. 87-1(b)(2) exempts an owner building on the owner's own land where the building is "intended solely for occupancy by that person and his family"; the Town's forms page carries the Owner Exemption Affidavit used to claim it. This record does not decide which side of the cost line a particular job falls on.
- city_level: The Town of Holly Springs issues no roofing licence of its own. Its Code requires a permit application to name the contractor "together with evidence that he has obtained a certificate from the appropriate state licensing board for such contractors, if such be required for the work involved" (Section 6-87), and its codified Section 6-89(a) still reads "No building permit shall be issued for any building or structure the estimated total cost of which is more than $20,000.00 unless the work is to be performed by a licensed general contractor", a lower figure than the $40,000 the Town's own web page gives for the state licence. The Town's CityView portal has a contractor registration section for using the portal.
Permit process note
Ask the Town before starting a reroof in Holly Springs. The state exemption, G.S. 160D-1110(c), covers work "costing forty thousand dollars ($40,000) or less and performed in accordance with the current edition of the North Carolina State Building Code in any single-family residence" unless it involves "The addition, repair, or replacement of load-bearing structures", "The use of materials not permitted by the North Carolina State Building Code" or "The addition of roofing, excluding replacement." The state's R908.3 amendment adds that "Replacement of up to 15% of the total roof deck shall not be considered structural work." The Town's codified Section 6-86(a) still requires a permit for any "repair" of a building except work "the total cost of which does not exceed $100.00", and the Town has published nothing saying which line it applies to a reroof. For anyone unsure, the Town's Homeowner's Guide says "you may email us at
[email protected]." The Town's fee schedule charges "Double permit fees, Max fee of $1,000" for working without a required permit. A job over $40,000, structural or load-bearing work, deck replacement beyond 15%, new roof area, or work on a duplex, multi-family or commercial building is outside the state exemption. Permits are applied for through the Town's CityView portal after creating an account; Development Services is at 128 S. Main St., phone 311 or (919) 577-3111 from outside Town limits.
Adopted code
The 2018 North Carolina Residential Code is the edition in force; the 2024 edition has been adopted but has no effective date. The Town writes no building code of its own. Its Additional Web Resources page states: "The Town of Holly Springs enforces the North Carolina State Building Code, which is based on the International Building Code." Chapter 6, Article II of the Holly Springs Code adopts by reference "The latest edition of the North Carolina State Building Code, Volume I, General Construction" (Section 6-32) and, for one- and two-family buildings, "The latest edition or later edition of the North Carolina Uniform Residential Building Code" (Section 6-36), and makes no technical amendment to either. North Carolina's roofing amendments include R905.2.8.5, which reads "Drip Edge. Deleted. Not required unless required by the roof covering manufacturer installation instructions."
Impact-resistant roofing
Not required — Chapter 6, Article II of the Holly Springs Code adopts the North Carolina State Building Code by reference without technical amendment, and the Town's Unified Development Ordinance sets no roof-covering impact rating; the state's approved amendments to the 2018 North Carolina Residential Code add none either. No UL 2218 or Class 4 impact requirement appears in the Town's adopted code or its ordinances.
Repair permit threshold
Two enacted texts set different lines for a reroof permit in Holly Springs, and this record does not decide between them. North Carolina's statute, G.S. 160D-1110(c), reads: "No permit issued under Article 9 of Chapter 143 of the General Statutes is required for any construction, installation, repair, replacement, or alteration costing forty thousand dollars ($40,000) or less and performed in accordance with the current edition of the North Carolina State Building Code in any single-family residence, farm building, or commercial building unless the work involves any of the following: (1) The addition, repair, or replacement of load-bearing structures." Among the other listed exceptions are "(4) The use of materials not permitted by the North Carolina State Building Code" and "(5) The addition of roofing, excluding replacement." G.S. 143-138(b5) says the same: "No permit shall be required under the Code or any local variance thereof approved under subsection (e)" for such work. The state's reroof amendment adds: "R908.3 Roof replacement. Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck and replacement of up to 15% of the total existing roof deck. Replacement of up to 15% of the total roof deck shall not be considered structural work." The Town's own codified ordinance, Section 6-86(a) of the Holly Springs Code (carried from the 1982 code), reads: "No person shall commence or proceed with the construction, reconstruction, alteration, repair, removal, or demolition of any building or other structure, or any part thereof, without a written permit therefor: from the building inspector; provided, however, that no building permit shall be required for work the total cost of which does not exceed $100.00 and which does not involve any change of the structural parts of the stairways, elevators, fire escapes or other means of egress of the building or the structure in question." The Town has published no statement on whether a reroof needs a permit. Its Homeowner's Guide lists "Addition of roofing" among typical projects that require building permits and inspections and does not mention roof replacement, and its FY2027 Development Services fee schedule has no roofing line. The state exemption is for single-family residences only; duplexes and multi-family buildings are outside it, as is a job over $40,000, one that repairs or replaces load-bearing members, or one that adds roof area.
Roof layer limit / recover
Holly Springs adopts the North Carolina State Building Code by reference in Chapter 6 of its Code and makes no technical amendment of its own. North Carolina amends the reroofing section of the code: "R908.3 Roof replacement. Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck and replacement of up to 15% of the total existing roof deck. Replacement of up to 15% of the total roof deck shall not be considered structural work." Whether a new covering may go over an existing one, and over how many, is set by the recover provisions of the 2018 North Carolina Residential Code (R908.3.1 and R908.3.1.1), which are not restated here; check them, or ask the Town, before quoting a recover.
Deck & sheathing requirements
The Town of Holly Springs publishes no roof sheathing rule of its own; its Code adopts the North Carolina State Building Code by reference without technical amendment. Under the 2018 North Carolina Residential Code as amended by the state, a roof replacement includes "replacement of up to 15% of the total existing roof deck", and "Replacement of up to 15% of the total roof deck shall not be considered structural work." Replacing more of the deck than that, or any load-bearing framing, is outside the state's reroof permit exemption. Sheathing materials, thickness and fastening follow the state residential code's roof sheathing provisions (Chapter 8), which are not restated here.
Sales & use tax
7.25% combined in Wake County, which the Town's own tax page names as the county its property taxes are paid to. The North Carolina Department of Revenue lists Wake at "7.25%*", where its figures are "the total (4.75% state rate plus applicable local and transit rates)" and "An * indicates a rate that includes the 0.50% transit tax rate" (rates effective July 1, 2026). How the tax applies depends on the kind of roofing job, and the two treatments differ. The Department's Services to Real Property Taxability Chart lists "Complete replacement of roofing systems" and "Installation of complete roofing systems" as capital improvements: under a real property contract the roofer pays sales or use tax on the materials it buys and does not charge sales tax to the homeowner on the contract. The same chart lists "Repair, maintain, or partially replace all types of roofing systems" and "Repair, maintain, install, or replace roofing materials (asphalt, shingle, slate, tile, built-up, metal, single ply)" as "Taxable" repair, maintenance and installation services, charged to the customer at the 7.25% combined rate.
