The 2021 International Residential Code, as adopted by the State in the Louisiana Uniform Construction Code. The Commission's rule adopts the "International Residential Code, 2021 Edition, not including Parts I-Administrative, and VIII-Electrical" with the State's amendments (LAC 17:I.107.A.1). The code law is now La. R.S. 37:3727 through 3750, enacted by Act 881 of 2026, effective August 1, 2026, which replaced former R.S. 40:1730.21 through 1730.40.2 and renamed the council the Louisiana Uniform Construction Code Commission. The code is mandatory everywhere in the state and may not be changed locally: "all municipalities and parishes in this state shall enforce only the Uniform Construction Code provided in this Chapter and as promulgated in the commission's rules and regulations," and "Nothing in this Chapter allows any local government to avoid enforcement, or to otherwise amend any of the mandatory construction code provisions required in this Chapter" (R.S. 37:3737(A)(1)). For roofs on houses, the statute adds that any municipality or parish that issues construction permits shall "Permit and inspect one- and two-family dwellings for roof construction and reroofing in compliance with the International Residential Code Chapters 8 and 9 requirements as adopted and promulgated by the commission" (R.S. 37:3737(I)(2)). The rule also says IRC enforcement "shall be mandatory only with respect to new construction, reconstruction, additions to homes previously built to the International Residential Code, and extensive alterations," and that Appendix J, Existing Buildings and Structures, "may be adopted and enforced only at the option of a parish, municipality, or regional planning commission" (LAC 17:I.107.A.1). Drip edge
Required — Required on shingle roofs. Louisiana adopts the 2021 International Residential Code, whose Section R905.2.8.5 says "A drip edge shall be provided at eaves and rake edges of shingle roofs," with adjacent pieces overlapped "not less than 2 inches," extending "not less than 1/4 inch (6.4 mm) below the roof sheathing," and fastened "at not more than 12 inches (305 mm) o.c." (LAC 17:I.107). Permit-issuing municipalities and parishes must permit and inspect house reroofing under IRC Chapters 8 and 9 (La. R.S. 37:3737(I)(2)), and no local government may amend the code's mandatory provisions (R.S. 37:3737(A)(1)). Everything above is Louisiana state law, the same in every municipality. Impact-resistant roofing
Not required — No impact-resistance requirement under state law. Louisiana's adoption of the 2021 International Residential Code (LAC 17:I.107) contains no hail or impact rule for roof coverings, and the code's roof assemblies chapter has no UL 2218, Class 4 or hail-impact requirement. Local governments may not add code requirements of their own (La. R.S. 37:3737(A)(1)). An owner may still choose an impact-rated roof covering. Roof layer limit / recover
Two layers at most. Louisiana adopts the 2021 International Residential Code without changing its reroofing section, R908 (LAC 17:I.107; the State's amendments name no R908 section). Section R908.3.1.1 says "A roof recover shall not be permitted where any of the following conditions occur," and the third condition is "Where the existing roof has two or more applications of any type of roof covering." So one existing layer may be covered once, and a roof that already has two layers is torn off to the deck ("Roof replacement shall include the removal of existing layers of roof coverings down to the roof deck," R908.3). The same section also bars a recover "Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing" and "Where the existing roof covering is slate, clay, cement or asbestos-cement tile." State law requires every municipality or parish that issues construction permits to "Permit and inspect one- and two-family dwellings for roof construction and reroofing in compliance with the International Residential Code Chapters 8 and 9 requirements as adopted and promulgated by the commission" (La. R.S. 37:3737(I)(2)), and no local government may "amend any of the mandatory construction code provisions" (R.S. 37:3737(A)(1)). Deck & sheathing requirements
State rules from the 2021 International Residential Code as Louisiana amends it. Lumber roof sheathing follows Table R803.1: over rafters or beams 24 inches apart it must be at least 5/8 inch net thick. Wood structural panels "shall be identified for grade, bond classification and performance category by a grade mark or certificate of inspection issued by an approved agency" (R803.2.1), their spans "shall not exceed the values set forth in Table R503.2.1.1(1) or APA E30" (R803.2.2), and they are installed in accordance with Table R602.3(1) (R803.2.3). Louisiana amends that table's roof-sheathing nail rows: an 8d common nail is "Only allowed in areas where wind design is not required," and an RSRS-01 roof sheathing ring-shank nail is the "Option for all geographical locations, required in areas where wind design is required" (LAC 17:I.107, Table R602.3(1), items 31 and 32). For shingles, "Asphalt shingles shall be fastened to solidly sheathed decks" (R905.2.1), and on any reroof "The structural roof components shall be capable of supporting the roof covering system and the material and equipment loads that will be encountered during installation of the roof covering system" (R908.2).
