Adopted code
The 2024 International Residential Code, as adopted by the Oklahoma Uniform Building Code Commission with Oklahoma amendments, effective September 14, 2026, when it replaced the Commission's 2018 IRC adoption. The Commission's rule adopts the 2024 IRC "as amended and modified in this subchapter to be the statewide minimum code for residential construction within the State of Oklahoma for one- and two-family dwellings and townhouses" (OAC 748:20-6-1(a)), and says the code "may only be amended or altered by other jurisdictions pursuant to Oklahoma law" (OAC 748:20-6-2). State law makes the Commission's codes "the minimum standards for residential and commercial construction in this state" (59 O.S. 1000.23(A)) and says "Municipalities and other political subdivisions shall abide by such minimum standards and requirements," while keeping their "authority to enact and enforce requirements containing higher standards and requirements than such minimum standards and requirements" (59 O.S. 1000.23(C)). A city may also amend the adopted codes "to make changes necessary to accommodate local conditions; provided, such changes shall be approved by the Commission" (59 O.S. 1000.29). So a city may have its own code ordinance and amendments, and this record did not read this city's own code ordinance or amendments. Everything above is Oklahoma state law, the same in every city. In Guymon the City's own Building Department sets out the building application and construction inspection process for new commercial and residential additions and ground-up construction.
