K.S.A. 50-6,123(a)(1): "No person shall engage in the business of or act in the capacity of a roofing contractor within this state without having a valid registration certificate as required by this act." K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).

Permit process note
The City's Inspections and Permitting page states: "The City of Frontenac requires building permits and inspections for most construction projects to ensure work meets applicable building codes, zoning requirements, and safety standards." It lists "Minor repairs or maintenance" among smaller projects that may not require permits or inspections, and states: "Permits must be obtained before construction begins."
Adopted code
The City's Inspections and Permitting page lists its "Applicable Codes" as the 2018 International Building Code, 2018 International Residential Code, 2018 International Mechanical Code, 2018 International Fuel Gas Code, 2018 International Plumbing Code, 2017 National Electrical Code and 2018 International Fire Code. The City's Building Permit Application form, linked from the same page, still states that the applicant "must comply with the 2012 IBC and IRC, and the City of Frontenac Zoning Ordinance" (official copy as incorporated by Ordinance No. 98-003 and its amendments).
Sales & use tax
Frontenac's combined sales tax rate is 9.5% (Kansas state 6.5% + Crawford County 1% + City of Frontenac 2%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Pub. 1700 also lists 1 special district inside the city (community improvement, transportation development or STAR bond districts); 1 of them carries a higher combined rate at its listed addresses. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."
