Registration details
  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
  • city_level: A VILLAGE CONTRACTOR LICENSE ON TOP OF THE STATE LICENSE. The Building Department's Permits page says "Residents are advised that all contractors performing work within the Village of Frankfort must be licensed by the Village. Permits will not be issued until the contractor is properly licensed." The Village's Re-Roofs sheet adds that "Contractor registration and a copy of the contractor's state license are required prior to issuance of the permit."

Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE WITH LOCAL AMENDMENTS, BY ORDINANCE NO. 3497 (APPROVED APRIL 21, 2025), WHICH THE VILLAGE HOSTS ON ITS OWN SITE. The Building Department's page says "The Village of Frankfort has adopted the following codes, with applicable amendments: the 2021 International Residential Code," and its Permits page lists the codes "used by the Village, as amended," with a Building Code History table naming Ordinance 3497. Section 1 of Ordinance No. 3497 amends section 150.20 of the Village Code to adopt "The 2021 Edition of the International Residential Code for One and Two Family Dwellings" with listed changes. This record read every change in that Section 1: they reach administration, the climatic design table, egress, fire sprinklers, carbon monoxide detectors, townhouse fire separation, foundations, siding and wall flashing, and none amends the IRC's roof assemblies or reroofing chapter. The ordinance also adopts the 2021 International Existing Building Code and other codes in later sections, which this record did not review for roofing provisions.
Wind design criteria
The Village's own amended Table R301.2, Climatic and Geographic Design Criteria, adopted in Section 1(K) of Ordinance No. 3497, lists a roof snow load of 34 lbs., a wind speed of 90 mph, seismic design category B, severe weathering, a frost line depth of 42 inches, termite damage moderate to heavy, decay slight to moderate, a winter design temperature of 0 degrees Fahrenheit, and flood hazards per ordinance.
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Frankfort job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the Village of Frankfort, Illinois, in Will and Cook Counties, are handled by the Village's Building Department, with code books kept at the Administration Building, 432 W Nebraska Street. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Frankfort's roofing rules are its own: the Village adopted the 2021 International Residential Code with local amendments by Ordinance No. 3497, approved April 21, 2025, and its own re-roof sheet says a permit is required for all roofing projects. This listing covers the office's contact details, the Village's own statements on code, permits and contractor licensing, and the rules state law sets for every Illinois roofer.
