No, Township of Florence, NJ does not require a permit for like-for-like roof replacement (Township of Florence - Construction Office). No permit is needed under state law to reroof a detached one- or two-family house; a townhouse, other attached dwelling or any other building in Florence needs one from the Construction Office, the "Florence Township Construction Enforcement Agency" under Chapter 64 of the township code, 711 Broad Street, Florence, 609-499-2130. Where a roof permit is required, Section 64-3C(2)(a)[6] says "Fees for roofing or siding work completed on a structure in Use Group R-5 having no more than two dwelling units shall be $75 for each type of work completed. Roofing and siding shall be considered separate and shall each be charged separately. All other use groups shall be charged in accordance with" the alteration rate, which is "$30 per $1,000" of estimated cost up to $50,000, less above that; "There shall be a minimum permit fee of $75 per subcode." The office uses the State's standard permit forms. Inspection requests must be in writing, through the township's online Inspection Request Form; building inspections are made Tuesday 5:00 pm to 7:30 pm, Wednesday 9:00 am to 1:00 pm and Friday 1:00 pm to 5:00 pm. Florence also licenses general contractors and some trades before it issues them a permit (see registration details).

The Contractors' Registration Act as enacted in 2004 (P.L.2004, c.16), C.56:8-138(a), reads: "No person shall offer to perform, or engage, or attempt to engage in the business of making or selling home improvements unless registered with the Division of Consumer Affairs in accordance with the provisions of this act." The Uniform Construction Code's permit rule, N.J.A.C. 5:23-2.15(b)9, reads: "If work involves a home improvement performed by a contractor, such contractor shall be registered pursuant to N.J.S.A. 56:8-136 et seq. The registration number of the contractor shall appear on the permit application."

The licence expires each December 31; the fee is $25, with $15 renewals, and "A special license may be granted to the contractors who are licensed in other communities and are performing a single contract in Florence Township with a value of $1,000 or less upon payment of an application fee of $10." Before a licence issues, the contractor must show general liability insurance "with bodily injury limits of $100,000 for each occurrence and $300,000 aggregate and $50,000 property damage." The chapter does not name roofing contractors.
