City of Flagstaff - Building Safety & Code Compliance Section

The City of Flagstaff, Arizona (Coconino County) issues building permits through its Building Safety & Code Compliance Section, at 211 West Aspen Avenue. The City's adopted-codes sheet lists the "2018 Suite of Codes," adopted by Resolution 2019-26 and Ordinance 2019-16 on June 18, 2019, effective July 19, 2019, with City amendments, and the City publishes a Building Design Criteria sheet for the 2018 International Residential Code. Arizona has no statewide building code, so the City's own adoption controls. This listing covers the office's contact details, the adopted code edition, the re-roofing permit and roof material amendments, the wind, snow and ice barrier design criteria, and the state licensing and tax rules that apply to a roofer working in Flagstaff.

Registration details
  • license: STATE LAYER, applies in Flagstaff as everywhere in Arizona. Contractors are licensed by the Arizona Registrar of Contractors under A.R.S. Title 32, Chapter 10 (32-1101 et seq.). A.R.S. 32-1121(A)(14) exempts an unlicensed person only for one project whose aggregate contract price, including labor and materials, is "less than $1,000" and whose work is "of a casual or minor nature," and says the exemption "does not apply: (a) In any case in which the performance of the work requires a local building permit." An unlicensed person who advertises must include the words "not a licensed contractor." Owner-occupants doing their own work on a structure intended solely for their own occupancy are separately exempt under 32-1121(A)(5). The specific roofing classification codes and the Registrar's own licensing page were not read for this record.
Permit process note
The City's amendment to 2018 IRC R105.5 provides: "All residential Over-the-Counter Permits for plumbing, mechanical, electrical, and re-roofing shall be valid for a maximum period of 180 days." That wording treats re-roofing as a permitted category. The City's amendments to IRC R105.2 (work exempt from permit) add nothing about roofing, and the base IRC R105.2 list was not read for this record.
Adopted code
The City's "Adopted Building Codes: 2018 Suite of Codes" sheet says the suite was "Adopted by Resolution 2019-26 and Ordinance 2019-16 on June 18, 2019" and "Effective July 19, 2019," and lists the 2018 International Building, Residential, Existing Building, Mechanical, Plumbing, Fuel Gas, Energy Conservation, Swimming Pool and Spa and Solar Energy Provisions codes and the 2017 NFPA 70 / National Electrical Code. The City's Building Code page, read October 25, 2026, lists these as the current codes in effect and lists the 2024 codes only as "upcoming codes that are being evaluated." Local amendments are in the 2019 Amendments to Flagstaff City Code, Title 4, Building Regulations.
Ice & water shield
Required — The City's Building Design Criteria sheet for one- and two-family dwellings, taken from 2018 IRC Table R301.2(1) as amended by the City, lists "Ice barrier underlayment required: YES." About ice & water barrier
Wind design criteria
The City's Building Design Criteria sheet lists "Wind design - Speed (mph): 115," topographic effects "NO," special wind region "NO," windborne debris zone "NO," "Ground snow load: 60 psf," seismic design category "C," weathering "Moderate," frost line depth "30 inches" and winter design temperature "4 degrees F." The City's amendments also require that "All roofing materials used shall be Class A or B" (2018 IRC R904.3) and delete the wood shingle and wood shake provisions (IRC R905.7 and R905.8).
Sales & use tax
Roofing is taxed in Arizona as Prime Contracting (business code 015) under the Transaction Privilege Tax, not as a retail sale. The Arizona Department of Revenue Transaction Privilege and Other Tax Rate Tables effective October 1, 2026 list Contracting - Prime at 6.90% for Coconino County and at 2.486% for the City of Flagstaff (city code FS), a combined 9.386%. A.R.S. 42-5075(B) sets the tax base at "sixty-five percent of the gross proceeds of sales or gross income derived from the business," so the combined rate applies to 65% of contract income. The same statute excludes from the classification "any work or operation performed by a person that is not required to be licensed by the registrar of contractors pursuant to section 32-1121."
