The City's permit applications are headed "FBC 2023 8TH EDITION - 2020 NEC - FPC 8TH EDITION," and its FAQ states: "The current version is the 2023 Florida Building Code (8th Edition)." The only local technical amendments to the Florida Building Code codified in the City Code are flood provisions (Sec. 90-28, amending Building Section 1612 and Residential Section R322 on lowest-floor elevation); none touches roofing. The Florida Building Commission's local-amendment registry lists no amendments for the City of Deltona.
Drip edge
Required — Florida Building Code, Residential, 8th Edition (2023), section R905.2.8.5 Drip edge: "Provide drip edge at eaves and gables of shingle roofs. Overlap to be a minimum of 3 inches (76 mm). Eave drip edges shall extend 1/2 inch (13 mm) below sheathing and extend back on the roof a minimum of 2 inches (51 mm). Drip edge shall be installed over the underlayment." It "shall be mechanically fastened a maximum of 12 inches (305 mm) on center," tightening to 4 inches on center where the Vasd is 110 mph or greater or the mean roof height exceeds 33 feet. Deltona's Roof Inspection Affidavit, which "MUST BE PERSONALLY INSPECTED AND SIGNED BY THE AUTHORIZED INDIVIDUAL" (a contractor, engineer or architect, Chapter 468 building inspector, or owner-builder) "AND PROVIDED AT JOBSITE PRIOR TO FINAL INSPECTION," has the signer date and initial "I DID PERSONALLY INSPECT THE ROOF DECK FASTENING ON" and "I DID PERSONALLY INSPECT THE ROOF FLASHING/DRY IN ON," so the deck and dry-in stages are checked while the work is open.
Repair permit threshold
No square-footage or dollar threshold of the City's own. The City's building pages state: "A permit is required when the owner or authorized agent intends to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure," and list roofing among common permit types. Deltona's building code chapter (City Code Chapter 18) adopts the Florida Building Code and the Building Officials Association of Florida model administrative chapter by reference and states no roofing exemption of its own. It does not apply to "Work on a property that is partially or entirely located in a flood hazard area as defined by the Florida Building Code" or to "Any electrical, plumbing, structural, mechanical, or gas work performed on property containing a single-family dwelling"; "A construction project may not be divided into more than one project for the purpose of evading the requirements of this paragraph"; and "the owner or the owner's contractor must submit a written request for exemption to the local enforcement agency with a copy of the contract or other documentation demonstrating the nature and the value of the work to be performed." Deltona's fee schedule lists a $50 "Permit Exemption Request Review" fee; the City's building page, FAQ and forms page do not say whether roof work qualifies, and this record does not decide it. A full reroof is ordinarily valued above $7,500 in any case. Separately, the Florida Building Code, Residential (section R908.1.1) provides that "Not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12-month period unless the roof covering on the entire existing roof system or roof section is replaced or recovered to conform to the requirements of this code," except that where the existing roof was built, repaired or replaced under the 2007 Florida Building Code or later, "only the repaired, replaced, or recovered portion is required to be constructed in accordance with the Florida Building Code in effect."

Florida Building Code, Residential, 8th Edition (2023), section R908.3 Recovering versus replacement: "New roof coverings shall not be installed without first removing all existing layers of roof coverings where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is wood shingle or shake, slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." Deck & sheathing requirements
On a house not originally permitted under the Florida Building Code, a reroof brings deck re-nailing and a secondary water barrier. Florida Building Code, Residential, 8th Edition (2023), section R908.7 Wind mitigation: "When a roof covering on an existing structure with a sawn lumber, wood plank or wood structural panel roof deck is removed and replaced, the following procedures shall be permitted to be performed by the roofing contractor: (a) Roof-decking attachment shall be as required by Section R908.7.1. (b) A secondary water barrier shall be provided as required by Section R908.7.2. Exception: Structures permitted subject to the Florida Building Code are not required to comply with this section." Under section R908.7.1, "8d nails shall be a minimum of 0.113 inch (2.9 mm) in diameter and shall be a minimum of 2 1/4 inch (57 mm) long to qualify for the provisions of this section for existing nails"; plank decking "up to 12 inches wide and secured with at least two nails (minimum size 8d) to each roof framing member it crosses shall be deemed to be sufficiently connected," and wood structural panel decks follow section R908.7.1.2. Deltona checks the deck on every reroof through its Roof Inspection Affidavit, on which the signer records the date "I DID PERSONALLY INSPECT THE ROOF DECK FASTENING ON" and states that "THE INSTALLATION WAS DONE ACCORDING TO THE HURRICANE MITIGATION RETROFIT MANUAL (BASED ON FLORIDA STATUTE 553.844)." Deltona's building code chapter (City Code Chapter 18) does not amend these provisions.
Sales & use tax
6.5% combined on materials: the 6% Florida state sales and use tax plus Volusia County's 0.5% discretionary sales surtax (effective January 1, 2002, with an expiration date of December 31, 2031, per the Florida Department of Revenue's Form DR-15DSS for calendar year 2026).
