- state_level: Virginia licenses contractors through the Board for Contractors (DPOR). Code of Virginia Section 54.1-1100, as amended in 2025: "'Class C contractors' perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $30,000, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is less than $250,000." Larger jobs fall in the Class B and Class A tiers. Roofing work is licensed under the Board's classifications and specialties, including the "Roofing contracting" (ROC) specialty of 18VAC50-22-30. Section 54.1-1111 makes anyone applying for a building permit furnish "either (i) satisfactory proof to such official or authority that he is duly licensed or certified under the terms of this chapter to carry out or superintend the same, or (ii) file a written statement that he is not subject to licensure or certification as a contractor or subcontractor pursuant to this chapter." Section 54.1-1101 A says the chapter does not apply to "7. Any person who performs or supervises the construction, removal, repair, or improvement of no more than one primary residence owned by him and for his own use during any 24-month period".
- city_level: City Code Sec. 9-2 (Contractor's bond): "Every builder, contractor or other person, other than a duly registered Class A contractor, who shall make or offer to make contracts for the erection, construction, renovation or repair of buildings and structures within the City for which a permit is required, including those making such contracts and subletting the same or any part thereof, shall give to the City good and sufficient bond, in the penal sum of five thousand dollars ($5,000.00), with corporate surety, approved by the Code Official". The Inspections Division's "Contractor License Information" page says "Class B and C Contractors are required by Section 9-2 of the Code of the City of Danville, Virginia as amended to post a bond securing the City and third parties with respect to the principal's performance of such work, contracts and subcontracts, the full sum of $5,000. All Class B and C Contractors must submit a completed original Contractor's Bond Form (PDF) (Surety Bond) to the Inspections Division." The same page says "Contractors doing work over $1,000 in Virginia are required to hold a Virginia State Contractors License" and that "In order to operate a business in the City of Danville a City Business License must be obtained from Commissioner of Revenue located in the Charles Harris Financial Service Center, 311 Memorial Drive, Danville, VA 24541 434-799-5145." A business licence is a local tax registration, not a trade credential. The Division's "Hiring a Contractor" leaflet advises homeowners that when a contractor asks the homeowner to obtain the permit, "This can be an indication that the contractor is not "properly" licensed and/or bonded."
Permit process note
Call the Inspections Division before a reroof: this record does not say whether a full reroof of a house in Danville needs a building permit. The statewide rule, Virginia Construction Code Section 108.2 item 14.5, exempts "Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones." Item 14.6 exempts only "Replacement of 256 square feet (23.78 m 2 ) or less of roof decking" in those groups. Two exceptions let the building official require a permit: "for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia" and "for any items exempted in this section which are located in a special flood hazard area." An owner may always ask for one: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The City prints its design wind speed as "89 mph, exposure B" (and "90 mph" in City Code Sec. 9-58) without saying whether it is nominal or ultimate, and the Division has published no statement on reroofs; it says "To see if a permit is required for your project, call the Inspections Office at 434-799-5260 ext 2487." Working without a permit the statewide code requires is a misdemeanor under City Code Sec. 9-61(a), with a fine of up to $2,500, and the Division charges $200 for inspections to verify work done without required permits. In the Historic Preservation Overlay (HP-O) District, roofing of a similar kind, type, color or texture that does not destroy or replace original exterior material is exempt from Certificate of Appropriateness review; other roofing changes visible from a public street or place need a Certificate of Appropriateness from the Commission of Architectural Review before a permit is issued. The work must meet the code with or without a permit. Where a permit is needed, the contractor or owner applies through the City's online permit portal (https://danvilleva.portal.opengov.com/) or in person at Room 208 of the Municipal Building, 427 Patton Street, with the name of the contractor or owner, the job address, a description of the job and the total cost of the improvement. Building permit fees are based on the cost of the work, with a $50 minimum, plus a 2% state levy. All permitted work must be inspected before the permit is closed; call 434-799-5260 ext. 2487 to schedule an inspection. Class B and Class C contractors must have a $5,000 contractor's bond on file with the Division.
Adopted code
The 2021 Virginia Uniform Statewide Building Code (13VAC5-63), effective January 18, 2024. For detached one- and two-family dwellings and townhouses, Section 310.6.1 of the Virginia Construction Code applies "The provisions of the IRC for detached one-family and two-family dwellings and townhouses as amended by VCC Section 310.8, also referred to as the Virginia Residential Code (VRC)"; work on existing buildings falls under Part II, the Virginia Existing Building Code, whose reroofing section reads "602.3.2.1 Reroofing. Materials and methods of application used for recovering or replacing an existing roof covering shall comply with Chapter 15 of the VCC, except as modified by Section 302.1 and this section." The statewide code supersedes local building codes (Code of Virginia Section 36-98: "Such building code shall supersede the building codes and regulations of the counties, municipalities and other political subdivisions and state agencies."). The City of Danville's Inspections Division says on its "Current Building Codes" page that it "oversees permitting and inspections by use of the Uniform Statewide Building Code (VUSBC)" and that "The current version of the USBC is known as the 2021 Edition of the Virginia Uniform Statewide Building Code and was effective throughout Virginia on January 18, 2024." The City Code's Chapter 9 (Building and Development Regulations), Sec. 9-51, adopts "the Virginia Uniform Statewide Building Code (VAC 5-61-10 et seq.)" by reference, citing an older numbering of the state regulation; Sec. 9-4 makes every City Code reference to the statewide code refer to it "as from time to time amended, supplemented, or repromulgated", and Sec. 9-81 adopts "the most current edition of the Virginia Uniform Statewide Building Code, as adopted by the Commonwealth of Virginia Board of Housing and Community Development". Chapter 9, Articles I and II (read in full as codified through Ordinance No. 2026-06.13, July 7, 2026), contain no roofing provision of their own.
Impact-resistant roofing
Not required — Virginia's statewide building code (13VAC5-63), which a city may not amend, carries no UL 2218 or Class 4 impact requirement for roof coverings in its Virginia amendments to the International Residential Code (Virginia Construction Code Section 310.8). The City of Danville's Chapter 9 (Building and Development Regulations), Articles I and II, read in full, including its Sec. 9-58 design criteria, and the Inspections Division's "Current Building Codes" page with its design data add none; no UL 2218 or Class 4 impact requirement appears in the code the City enforces. Insurers may still offer discounts for impact-rated shingles; that is not a code requirement.
Repair permit threshold
Statewide permit exemption, Virginia Construction Code Section 108.2 (2021 edition): "application for a permit and any related inspections shall not be required for the following ... 14. Ordinary repairs that include the following: ... 14.5. Replacement of an unlimited amount of roof covering or siding in Group R-3, R-4 or R-5 provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour (44.7 meters per second) and replacement of 100 square feet (9.29 m 2 ) or less of roof covering in all groups and all wind zones. 14.6. Replacement of 256 square feet (23.78 m 2 ) or less of roof decking in Group R-3, R-4 or R-5 unless the decking to be replaced was required at the time or original construction to be fire-retardant-treated or protected in some other way to form a fire-rated wall termination." The same section's two Exceptions: "1. Application for a permit may be required by the building official for the installation of replacement siding, roofing and windows in buildings within a historic district designated by a locality pursuant to Section 15.2-2306 of the Code of Virginia." and "2. Application for a permit may be required by the building official for any items exempted in this section which are located in a special flood hazard area." The owner keeps the right to a permit: "when an owner or an owner's agent requests that a permit be issued for any of the following, then a permit shall be issued and any related inspections shall be required." The exemption does not relax the code itself ("this section shall not be construed to exempt such activities from other applicable requirements of this code"). Whether a Danville house falls inside item 14.5 turns on the nominal design wind speed. The City of Danville's "Current Building Codes" page lists "Design Wind Speed 89 mph, exposure B" and its City Code Sec. 9-58 lists "Wind Pressure—90 mph"; neither says whether the figure is a nominal or an ultimate speed, and the Inspections Division has published no statement applying the exemption to reroofs. Its pages say instead: "To see if a permit is required for your project, call the Inspections Office at 434-799-5260 ext 2487." The City Code ties its own permit rule to the statewide code: "It is unlawful for any person to perform or cause to be performed any work for which a permit is required by the most current edition of the Virginia Uniform Statewide Building Code, until and unless such permit has been issued by the Code Official. Violation of this provision is a misdemeanor punishable by a fine of not more than two thousand five hundred dollars ($2,500.00)." (Sec. 9-61(a)). So commercial reroofing, more than 100 square feet of roof covering on a building other than a house, and more than 256 square feet of roof decking on a house are permit work in every case; for a full reroof of a house, call the Division before starting. Danville's Historic Preservation Overlay (HP-O) District "is established in accord with Section 15.2-2306 of the Code of Virginia", so Exception 1 can reach a reroof there. Inside the HP-O District the Zoning Ordinance bars any building permit for an exterior alteration until the Commission of Architectural Review issues a Certificate of Appropriateness, but exempts from review "Application or use of exterior materials (including roofing and siding) of a similar kind, type, color, or texture from those already in use which will substantially cover one or more sides of the structure but which will not result in destruction or replacement of original exterior material." The Division's fee page lists "$200" for "Inspections and investigations necessary to verify work being done without the required permits".
Wind design criteria
The City of Danville Inspections Division's "Current Building Codes" page lists, under "Other Information": "Design Wind Speed 89 mph, exposure B"; "Seismic Design Category A"; "Ground Snow Load 20 psf"; "Frost Depth 12 inches"; "Shrink/Swell Percentages Less than 20%". The page does not say whether 89 mph is a nominal or an ultimate design wind speed; ask the Inspections Division (434-799-5260) which basis a design calculation should use. The City Code's own list of "Climatic and Geographic Design Criteria" for the Virginia Residential Code (Sec. 9-58, last amended in 2011) gives an older set: "Roof Snow Load—20 pounds per square foot; Wind Pressure—90 mph; Seismic Condition—Earthquake Risk Zone B", with frost line depth "Yes; 12-inch depth", termite "Yes, moderate to heavy" and decay "Yes, slight to moderate". Neither list has an ice barrier entry.
Deck & sheathing requirements
No city-specific sheathing rule. Virginia's amendments to the International Residential Code (Virginia Construction Code Section 310.8, 13VAC5-63-210) do not amend the roof sheathing section (R803), and the City of Danville's Chapter 9 (Building and Development Regulations), Articles I and II, read in full, add no sheathing or decking provision, so the base 2021 IRC roof-sheathing provisions apply unmodified to work under the Virginia Residential Code. For reroofing an existing house, the Virginia Existing Building Code sends materials and methods to Chapter 15 of the Virginia Construction Code (602.3.2.1). Permit line: replacing more than 256 square feet of roof decking on a house needs a permit (Virginia Construction Code 108.2 item 14.6).
Sales & use tax
6.3% general sales and use tax in the City of Danville (Virginia Tax, "Sales Tax Rates by Locality" workbook, "Jan 2026 - Present" sheet: Danville, code 51590, General Sales 0.063). That is the 4.3% state tax (Code of Virginia Section 58.1-603), the 1% local option tax (Section 58.1-605) and an additional 1% local tax; the workbook's July 2022 sheet notes "An additional 1% Local Tax for Danville City went into effect on July 1, 2022." Virginia Tax's rates page lists Danville among the 6.3% localities. Food and personal hygiene items are taxed at 1%. Virginia treats the roofing contractor as the consumer of the materials: "Unless otherwise noted, the law treats every contractor as the user or consumer of all tangible personal property furnished to the contractor or by the contractor in connection with real property construction, reconstruction, installation, repair, and similar contracts" (23VAC10-210-410). So the roofer pays the tax on shingles and other materials when buying them and "does not pass the sales or use tax on to anyone else as a tax"; "If a supplier of a contractor doing work in Virginia does not collect the Virginia tax from the contractor, the contractor will be liable for the use tax on the contractor's purchases from the supplier." Repair and full replacement are treated alike. Local rate changes take effect only on the first day of a calendar quarter.
