Custer County is zoned by density and has not adopted a building code for structures in the unincorporated area; per the county's Zoning Resolution, "[b]ecause there is not a building code, structures are permitted through the zoning permit process." Zoning permits are required for dwellings and additions, and for accessory structures (or additions to them) of 100 square feet or more. Neither the county's building-permit application page nor its 2026 Planning and Zoning fee schedule lists a roofing or reroofing permit type; the fee schedule's permit categories are limited to zoning permits (residential, accessory buildings, deck/porch/ patio), septic permits, and zoning variances. PROVENANCE NOTE (2026-08-22): the quoted sentence comes from the county's Zoning Resolution as published on its FORMER site, custercountygov.com, which no longer serves at all (TLS handshake failure) and whose copy was the July 31, 2018 text.
