WHERE. Planning and Building Services is at 300 E Pike St, Crawfordsville, IN 47933, on 765-364-5152, email [email protected], Monday to Friday 8 am to 4 pm, closed from noon to 1 pm. WHAT IS SUBMITTED. The Improvement Location Permit application can be filed online through the City's form centre or on the PDF form, with a site plan, floor plans, a typical wall section, plumbing and electrical plans where they apply, and a list of contractors carrying each one's registration number. Every contractor on the job must already be registered with the City. TIME AND MONEY. Planning staff calculate the fee, contact the applicant with the approval, and the permit is paid for and picked up, or mailed on request after payment. Under section 150.23 the minimum permit fee is $15 and a reinspection is $25, and inspections of work not ready are charged again. INSPECTIONS. The City's Applications page states: "Inspections will be scheduled by the owner or applicant directly with the City Building Inspector." Property outside the City and its two-mile jurisdiction belongs to the Montgomery County Building and Zoning Department on 765-364-6490 instead.

THE STATE CODE, WITH NO CITY ROOFING AMENDMENT FOUND IN WHAT WAS READ. The City's Unified Development Ordinance defines the code it enforces this way: "Building Code. The Indiana State Building Code, as amended." The Indiana residential rule is 675 IAC 14-4.4, the 2020 Indiana Residential Code, which adopts and amends the 2018 International Residential Code, and the Indiana State Building Commissioner's own memo of February 25, 2020 states: "The 2020 Indiana Residential Code is in full force and effect statewide." IC 22-13-2-3(c) bars a city, town or county from an ordinance "that conflicts with or includes more stringent or detailed requirements than the commission's rules". THE CITY'S OWN BUILDING CHAPTER. Chapter 150 of the City's Code of Ordinances carries a section 150.05 titled Adoption of rules by reference; its text was not opened for this record. The permit, fee, inspection, stop-order, occupancy, workmanship, violation and appeal sections that were read carry no technical roofing content.

Required — REQUIRED, BY THE STATE RATHER THAN BY CRAWFORDSVILLE. The Indiana State Building Commissioner's memo of February 25, 2020 reproduces the adopted provision, R905.2.8.5 Drip edge, which opens: "A drip edge shall be provided at eaves and rake edges of shingle roofs." The state rule, 675 IAC 14-4.4, amends the asphalt-shingle flashing section R905.2.8 only by deleting the word approved, and makes no amendment to R905.2.8.5. The same memo states that "the 2020 Indiana Residential Code governs all Class 2 residential construction, and its requirements, by law, must be followed." Not required — NOT REQUIRED BY THE TABLE HERE, AND THAT IS NOT THE END OF THE QUESTION. The Indiana Residential Code's Table R301.2(1), as substituted by 675 IAC 14-4.4-5, runs county by county, and the Montgomery County row reads Ice Shield Underlayment Required No. WHAT THE STATE'S OWN MEMO SAYS THE No MEANS. The Indiana State Building Commissioner's memo explains that "there are specific counties in which it is always required (per Table R301.2(1)), and specific counties in which it is required only when the roofing manufacturer's written installation instructions require it (per Sections R903.1, R904.1 and R905.1)." Montgomery is in the second group, so where the shingle manufacturer's instructions call for an ice and water membrane on the assembly being installed, that requirement applies to the job. THE CITY'S BUILDING CHAPTER DRAWS THE LINE AT COST, NOT AT SIZE OR SCOPE. Section 150.21, headed Permit Required, reads in full: "A permit shall be obtained before beginning construction, alteration or repair of any building or structure, the cost of which exceeds $500, using forms furnished by the Building Commissioner, and all fees required by this Code shall be paid to the Clerk-Treasurer." Repair is named, so a reroof is inside the requirement whenever the job costs more than five hundred dollars. A SECOND PERMIT TEST SITS IN THE ZONING CODE. The City's Unified Development Ordinance, effective July 1, 2026, states: "An Improvement Location Permit issued by the Administrator is required prior to beginning construction on structures or establishing a use on any land." It defines that permit as "written permission issued by the Administrator for the construction, repair, alteration, or addition to a structure that complies with the applicable building codes and the regulations established by this UDO." The Ordinance names no roofing exemption, and its penalty schedule fines alteration of a structure without that permit at $250 for a first violation and $400 for a subsequent one. WHAT IS NOT PUBLISHED IS THE FEE. Neither the City's fee page nor the fee table in section 150.23 carries a line named Roof or Re-roof, so which category the office prices a reroof under is not stated. THE FIGURES ARE THE STATE'S COUNTY-INDEXED TABLE, NOT A CRAWFORDSVILLE ENACTMENT. Table R301.2(1) of the Indiana Residential Code, as substituted by 675 IAC 14-4.4-5 and reproduced in the Indiana State Building Commissioner's memo of February 25, 2020, gives the Montgomery County row as wind speed 115 mph, seismic design category B, ground snow load 20 psf, foundation 30, winter design temperature 2 degrees Fahrenheit, decay slight to moderate, termite moderate to heavy, weathering severe, ice shield underlayment required No, air freezing index 1500 or less, and mean annual temperature 50.1 degrees Fahrenheit. The City publishes no design criteria of its own in anything read for this record.
