- state_level: Roofing contractor is a separately licensed trade in Florida. Section 489.105(3)(e), Florida Statutes, defines a "Roofing contractor" as one whose services "are unlimited in the roofing trade," with a scope that includes "required roof-deck attachments; any repair or replacement of wood roof sheathing or fascia as needed during roof repair or replacement; and the evaluation and enhancement of roof-to-wall connections for structures with wood roof decking as described in Section 706 of the Florida Building Code-Existing Building." Section 489.113(2) provides that "A person must be certified or registered in order to engage in the business of contracting in this state." A state-certified contractor may work statewide; under section 489.117(1)(b), "Registration allows the registrant to engage in contracting only in the counties, municipalities, or development districts where he or she has complied with all local licensing requirements, if any, and only for the type of work covered by the registration."
- county_level: Collier County Code of Laws and Ordinances section 22-181(a) makes it unlawful to "act in the capacity of a contractor or subcontractor for any of the trades listed in section 22-162, within the unincorporated area of the county and the incorporated area within the boundaries of the City of Naples and within the city of Marco Island, without having first made application for and having been issued a current and valid county/city certificate of competency or an applicable state certified license," and section 22-181(b)(1) provides that "No building permit shall be issued for the construction, alteration, or repair of any structure unless the applicant for the permit possesses a current county/city certificate of competency, an applicable state certified license, or is exempt from the operation of this article." Section 22-162 lists "Roofing contractor" as requiring "36 months experience, a passing grade on an approved test and a passing grade on a business and law test," and the County's Certificate of Competency Trades List lists Roofing Contractor as a major trade requiring 36 months' experience and the Business and Law and Trade examinations. Section 22-187 requires licensed contractors to carry liability insurance of "not less than $100,000.00 for bodily injury and $25,000.00 for property damage" and workers' compensation as required by law. The County's notices state that "State Certified contractors may voluntarily register with Collier County to maintain an active status and use the GMD Public Portal to apply for permits and request inspections. A registration fee will apply." Section 22-181(c)(1) exempts "owners of property when acting as their own contractor and providing direct, onsite supervision themselves of all work not performed by licensed contractors," including one- and two-family residences "for the occupancy or use of such owners and not offered for sale or lease," and states that "an owner must personally appear and sign the building permit application"; the County's notices state that since October 1, 2023 it "will no longer accept owner builder applications for a building permit by a trust, revocable or irrevocable." This record does not decide whether a particular reader falls within the owner-builder exemption.
Permit process note
Roof work in unincorporated Collier County is permitted under the County's dedicated Roof (PRRF) permit type, "1 & 2 Family, Multi-Family, and Commercial - Roof Replacement, Repair, or Recover," applied for on the GMCD Public Portal as application type "Reroof" (permit types "Reroof" and "Roof Over Aluminum"; work items include "Reroof Residential ALT"). The application asks for the declared construction cost and whether the "declared value of work > 25% of structure's improved value." Submittals include an Index Sheet listing the "Florida Product Approvals or Miami-Dade NOA numbers for all windows, doors, shutters, roofing materials, underlayment, roof vents, etc."; copies of the approvals are not required. For structures with wood roof decks, "The contractor is required to have" the Re-Roof Affidavit "on site at the time of the 169 - Re-roof Dry-in/Flashing Inspection." Owners acting as their own contractor file an Owner-Builder Application that "must be signed in person and notarized by Collier County Growth Management staff." The County's own code exempts only small roof repairs: "The repair of any roof covering not exceeding $1,500.00 in value of materials and labor or work not exceeding two roofing squares (200 sq. ft.) in extent" on detached single-family residences (Code of Laws and Ordinances section 22-26, section 105.2.4). Since July 1, 2026, "certain qualifying work valued under $7500.00" on single-family detached structures may be exempted, but only on a written request filed on the portal as an Administrative Review (PRAD), with a copy of the contract, and only if the County approves it and issues a letter of exemption; the work "may not include any structural, mechanical, electrical, plumbing or gas" and the property "may not be in a flood hazard area." A full re-roof valued at $7,500 or more needs the permit. Violating the County's building code ordinance is punishable "by a fine not to exceed Five Hundred Dollars ($500.00) or by imprisonment not to exceed sixty (60) days in the County jail, or both," each day a separate offense (section 22-28). The County's notices state that "Per Florida Statutes 713.135, a Notice of Commencement (NOC) is required for construction of improvements totaling more than $5,000" on dwellings of up to four units.
Inspection requirements
Re-roof permits carry inspection 169, "Re-Roof in Progress" (the County's Roof submittal page calls it the "Re-roof Dry-in/Flashing Inspection"), and inspection 170, "Reroof Final." For structures with wood roof decks the notarized Re-Roof Affidavit must be on site at inspection 169, and the Hurricane Mitigation Affidavit, where it applies, is "Required for Certificate of Completion." Inspections are scheduled on the CityView portal or by phone at 239-252-3726; requests made by 4 p.m. are scheduled for the next business day.
Adopted code
Florida Building Code, 8th Edition (2023), Residential volume (2021 International Residential Code base), effective December 31, 2023, adopted statewide by the Florida Building Commission under Rule 61G20-1.001, Florida Administrative Code. Collier County Ordinance No. 2023-64 (effective December 31, 2023; codified as Code of Laws and Ordinances section 22-26, amended by Ordinance No. 2024-40) adopts "the Florida Building Code, Eighth Edition (2023), and any amendments thereto, to be enforced by Collier County in the unincorporated portions of the County," and the County's Building Codes and Fees page states "The effective date for the Florida Building Code, 8th Edition (2023) is Dec. 31, 2023." The County's additions are administrative only: permit exemptions (section 105.2 and 105.2.4), digital plans on site (section 107.3.1), a foundation spot survey (section 110.3), liability provisions (section 104.8), and local wind zone maps (section 22-27); none amends the roofing chapters. The Florida Building Commission's local-amendment registry lists no Collier County technical amendment to the 2023 code.
Drip edge
Required — Florida Building Code, Residential, 8th Edition (2023), section R905.2.8.5 Drip edge: "Provide drip edge at eaves and gables of shingle roofs. Overlap to be a minimum of 3 inches (76 mm). Eave drip edges shall extend 1/2 inch (13 mm) below sheathing and extend back on the roof a minimum of 2 inches (51 mm). Drip edge shall be installed over the underlayment." It "shall be mechanically fastened a maximum of 12 inches (305 mm) on center," with closer spacing where the Vasd is 110 mph or greater or the mean roof height exceeds 33 feet. The requirement is written for shingle roofs. Collier County adopts the 8th Edition by Ordinance No. 2023-64 (Code of Laws and Ordinances Chapter 22, Article II, read in full), which does not amend it.
About drip edge
Ice & water shield
Not required — Not required. The Florida Building Code, Residential, 8th Edition (2023) reads "R905.1.2 Ice barriers. Reserved." and, for asphalt shingles, "R905.2.7 Ice barrier. Reserved." Collier County's adopting ordinance (Ordinance No. 2023-64 as amended by Ordinance No. 2024-40, Code of Laws and Ordinances Chapter 22, Article II, read in full) adds no ice barrier and amends nothing in the roofing chapter. Self-adhering ASTM D1970 underlayment is referenced elsewhere in the chapter (for example, it "may be installed over a primed drip edge flange"); it is not prohibited.
About ice & water barrier
Mid-roof inspection
Required — The Florida Building Code's required-inspection list (section 110.3), which Collier County enforces and has amended only to add a foundation spot survey (Ordinance No. 2024-40), includes a "Roofing inspection" that "Shall at a minimum include the following building components," listed as dry-in, insulation, roof coverings and flashing. The County's Roof (PRRF) submittal page names the "169 - Re-roof Dry-in/Flashing Inspection," at which the contractor must have the Re-Roof Affidavit on site for wood-deck structures, and the County's inspection guide describes inspection 169, "Re-Roof in Progress," as "Inspection of the installation and components according to approved plans," followed by inspection 170, "Reroof Final," a "Final inspection of roofing and components according to approved plans."
Impact-resistant roofing
Not required — Neither the Florida Building Code, Residential, 8th Edition (2023) roofing chapter nor Collier County's adopting ordinance (Ordinance No. 2023-64 as amended by Ordinance No. 2024-40, Code of Laws and Ordinances Chapter 22, Article II, read in full) requires impact-rated roof coverings; no UL 2218 or Class 4 impact requirement appears in the code as it applies in unincorporated Collier County or in the County's amendments. The County's "impact" inspection items concern windows, doors and glass (protection of openings), not roof coverings.
Repair permit threshold
Collier County Code of Laws and Ordinances section 22-26 (Ordinance No. 2023-64, adopting the Florida Building Code, 8th Edition (2023)), section 105.2.4 "Exemptions for detached single-family residences," exempts from permit "The repair of any roof covering not exceeding $1,500.00 in value of materials and labor or work not exceeding two roofing squares (200 sq. ft.) in extent," and "Repair work performed by licensed contractors per Chapter 489, Florida Statutes, that is not structural in nature and does not change the occupancy, does not affect life safety and the value of which does not exceed $1,500.00 in labor and materials." These exemptions "shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code." Separately, section 553.79(1)(g), Florida Statutes (effective July 1, 2026), provides that "A local government that issues building permits shall exempt an owner of a single-family dwelling or the owner's contractor from the requirement to obtain a building permit to perform any work valued at less than $7,500 on the owner's property," except "Work on a property that is partially or entirely located in a flood hazard area" and "Any electrical, plumbing, structural, mechanical, or gas work," and "A construction project may not be divided into more than one project for the purpose of evading the requirements of this paragraph." The County's Work Exempt from Permit (PRAD) page applies it: "To qualify for the exemption, the written request must be submitted to the Collier County Building Division along with a copy of the contract or other documentation demonstrating the nature and the value of the work to be performed. The request will be reviewed by County staff and if approved a letter of exemption will be issued." It lists that "This exemption applies only to single family detached structures," "The work may not include any structural, mechanical, electrical, plumbing or gas," "The property where the work is located may not be in a flood hazard area," and "The work must be done by the owner or a licensed contractor." If the criteria are not met, "a denial letter will be issued and a building permit must be applied for." The Florida Building Code's 25 percent rule also applies to roof repairs (see the deck and sheathing field).
Wind design criteria
Collier County Code of Laws and Ordinances section 22-27 (Ordinance No. 2023-64, Exhibit A) adopts local Wind Zone Maps for occupancy categories 1 through 4. Each map "Depicts wind speeds in miles per hour in 1 MPH increments; Lines based on and interpolated from the 2023 Florida Building Code 8th Edition wind loads" map for that occupancy category, and each carries the note "Wind speed used for designs shall be that of the highest adjacent line." On the Category 2 map, the labelled lines run from 149 mph at the county's northeastern edge to 172 mph along the southwest coast, increasing toward the Gulf. The maps are for "general mapping purposes only"; for a specific site, read the adopted map or ask the Building Division. Collier County is not in the High-Velocity Hurricane Zone, which the Florida Building Code defines as Broward and Miami-Dade counties, so roofing follows the Florida Building Code, Residential, Chapter 9 and Florida Product Approval (or a Miami-Dade NOA) rather than the HVHZ provisions.
Roof layer limit / recover
Florida Building Code, Residential, 8th Edition (2023), section R908.3 Recovering versus replacement: "New roof coverings shall not be installed without first removing all existing layers of roof coverings where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is wood shingle or shake, slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." Tear-off is also required where blisters are not cut open and secured, or where the existing covering is to be used for attachment and the securement provisions cannot be met. The Florida Building Code, Existing Building, section 706.3, which Collier County's Roof Permits bulletin names as the source of re-roof requirements, carries the same two-or-more-applications condition. A single re-cover over one existing layer is therefore the most the code allows. Collier County's adopting ordinance (Code of Laws and Ordinances Chapter 22, Article II, read in full) states no layer limit of its own and does not amend either section.
Deck & sheathing requirements
Florida Building Code, Existing Building, 8th Edition (2023), section 706.7 Mitigation: "When a roof covering on an existing structure with a sawn lumber, wood plank or wood structural panel roof deck is removed and replaced, the following procedures shall be permitted to be performed by the roofing contractor: (a) Roof-decking attachment shall be as required by Section 706.7.1. (b) A secondary water barrier shall be provided as required by Section 706.7.2. Exception: Structures permitted subject to the Florida Building Code are not required to comply with this section." Under section 706.7.1.1, plank decking "secured with at least two nails (minimum size 8d) to each roof framing member it crosses shall be deemed to be sufficiently connected"; wood structural panel decks are re-nailed to Table 706.7.1.2. Collier County requires, for structures with wood roof decks, a notarized Reroofing Affidavit on site at the in-progress inspection, in which the qualifier certifies that "the roof decking attachment and fasteners have been strengthened and corrected; and a secondary water barrier has been provided; each as required by the Florida Building Code, Existing Building, 8th Edition (2023)." Its Hurricane Mitigation Affidavit, for wood-deck structures "Permitted before September 14, 1993, with an appraised value of $300,000 or more," cites section 706.8 and Collier County Ord. 93-62 and requires roof-to-wall connections to be evaluated or retrofitted before the Certificate of Completion. Section 706.1.1 (the 25 percent rule): "Not more than 25 percent of the total roof area or roof section of any existing building or structure shall be repaired, replaced or recovered in any 12-month period unless the roof covering on the entire existing roof system or roof section is replaced or recovered to conform to the requirements of this code," with an exception for roofs built, repaired or replaced under the 2007 Florida Building Code or later, where "only the repaired, replaced, or recovered portion is required to be constructed in accordance with the Florida Building Code in effect."
Sales & use tax
6% combined: the 6% Florida state sales and use tax, with no county discretionary sales surtax; the Department of Revenue's Form DR-15DSS for calendar year 2026 lists Collier County's surtax as "None." Under Rule 12A-1.051, Florida Administrative Code, "Roofing work" is a real property contract, and "Contractors are the ultimate consumers of materials and supplies they use to perform real property contracts and must pay tax on their costs of those materials and supplies, unless the contractor has entered a retail sale plus installation contract"; such contractors "should charge no tax to their customers, regardless of whether they itemize charges for materials and labor in their proposals or invoices." The rate is the roofer's cost on materials, repair and replacement alike, not a tax charged to the homeowner.
