The City's registration form lists the categories General, Mechanical, Irrigation, Plumbing, Electrical, Electrical Sign, Fire, Sign and Pool, with no separate roofing category, and shows no state licence requirement for the General category; confirm the category with Planning & Development Services when registering.

Adopted code
2024 International Building Code, and the 2024 International Residential Code adopted by reference through it, each with local amendments, adopted by Ordinance No. 2025-4646 (passed November 13, 2025; effective January 1, 2026), which amends City Code Chapter 103, Article III (Sec. 103-131 adopting the 2024 IBC, Sec. 103-132 IBC amendments, Sec. 103-134 IRC amendments). The City's Building Codes page lists the 2024 IBC, IRC, IPC, IMC, IFGC, IECC, IPMC, IFC, IEBC and ISPSC, the 2024 NFPA 101 and the 2023 National Electrical Code as in effect from January 1, 2026. The City's online Code of Ordinances (Municode, Supplement 10 Update 1, codified through Ordinance No. 2026-4676) still prints Sec. 103-131 with the 2021 edition and does not list Ordinance No. 2025-4646 in its supplement history. State context: Texas Local Government Code Section 214.212(a) adopts "the International Residential Code, as it existed on May 1, 2012" as a municipal residential building code in the state, and Section 214.212(c) and (e) let a city add, modify or remove requirements by ordinance after a public hearing.

Required — College Station adopts the 2024 International Residential Code by Ordinance No. 2025-4646 (effective January 1, 2026). That ordinance, read in full (50 pages; its 35 residential code amendments at City Code Sec. 103-134 run from Section R102.4 to Section E3401.1), amends no provision of Chapter 9, Roof Assemblies, so the adopted code's drip-edge provision for asphalt shingle roofs (Section R905.2.8.5) applies unmodified. Mid-roof inspection
Not required — The City's Roofing and Re-roofing page names one inspection for a residential re-roof: "An inspection will be required upon completion of work. Please contact Planning & Development Services at (979) 764-3570 or visit eTRAKiT to schedule an inspection." Ordinance No. 2025-4646's only amendment to the residential code's inspection section is to Section R109.1.1, which lets the Building Official require a form survey before a foundation pour; it adds no roofing inspection.
Impact-resistant roofing
Not required — Ordinance No. 2025-4646 (adopting the 2024 IBC and amending the 2024 IRC adopted through it, effective January 1, 2026) does not amend Chapter 9's roof-covering provisions; no UL 2218 or Class 4 impact requirement appears in the City's adopted code or its amendments. The one roofing material rating the City states is a fire rating, not an impact rating: "All materials used for residential re-roofing purposes must have a minimum class C fire rating." (City of College Station, Roofing and Re-roofing page.)
Repair permit threshold
"Re-roofing of residential structures requires a building permit when replacing shingles, or replacement of decking and shingles." (City of College Station, Roofing and Re-roofing page.) The City publishes no square, area, percentage or dollar threshold below which roof work is exempt. Ordinance No. 2025-4646, which adopts the City's current building codes, amends the residential code's list of work exempt from permit (Section R105.2) only at item 1 (one small detached accessory structure) and item 10 (low uncovered decks and patios) and adds Section R105.2.4 (homeowner permits); none of those items addresses roof work. For a small patch or repair short of a re-roof, confirm with Planning & Development Services at 979-764-3570 before starting.
Roof layer limit / recover
One overlay, then tear-off, under the adopted code's own rule. College Station adopts the 2024 International Residential Code by Ordinance No. 2025-4646 (effective January 1, 2026); that ordinance, read in full, contains no amendment to Section R908 (Reroofing) or anywhere else in Chapter 9. The state's own IRC statute, Texas Local Government Code Section 214.212, amends no IRC section and leaves amendments to each city by ordinance. In the 2024 edition the bar sits in the Exceptions to Section R908.4 (Roof recover): "A roof recover shall not be permitted where any of the following conditions occur", including "Where the existing roof has two or more applications of any type of roof covering." One existing layer may be covered once; a roof that already has two layers must be torn off. The City's own pages state no layer count.
Deck & sheathing requirements
College Station sets no local roof-deck or sheathing rule. It adopts the 2024 International Residential Code by Ordinance No. 2025-4646 (effective January 1, 2026), and that ordinance, read in full, amends nothing in Chapter 8 (roof-ceiling construction, including roof sheathing) or Chapter 9 (roof assemblies, including the asphalt shingle sheathing provision at Section R905.2.1), so the adopted code's sheathing provisions apply unmodified. The ICC text is not restated here. The City's Roofing and Re-roofing page treats replacement of decking as part of a permitted re-roof: a building permit is required "when replacing shingles, or replacement of decking and shingles."
Sales & use tax
8.25% combined (6.25% state + 1.50% City of College Station + 0.50% Brazos County), the Texas local-rate cap, per the Texas Comptroller's local sales tax rate file for the July 2026 quarter. Under Comptroller guidance for real property repair and remodeling, "Labor to repair, remodel, or restore residential real property is not taxable." On the lump-sum contract typical of residential re-roofing, "you pay tax on all your supplies, materials, equipment, and taxable services when you buy them. You don't charge your customer tax" (Comptroller Pub. 94-116, Real Property Repair and Remodeling). Under a separated contract the roofer instead collects state and local tax from the customer on the materials charge, and the construction labor charge is not taxable. The treatment is the same for a residential repair and a residential replacement.
