K.S.A. 50-6,123(a)(1): "No person shall engage in the business of or act in the capacity of a roofing contractor within this state without having a valid registration certificate as required by this act." K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).
  • city_level: The city's Building Department page states: "From and after January 1, 2008, all building contractors performing work in the City of Colby must be licensed with the City of Colby in the office of the Building Official." Adopted code
The city's Building Codes page lists the "2006 International Property Maintenance Code," the "2006 International Building Code," the 2006 International Plumbing, Mechanical, Fuel / Gas and Fire Codes, the 2006 Life Safety Code, the 2005 National Electrical Code and the 1994 Uniform Housing and Sign Codes. Sales & use tax
Colby's combined sales tax rate is 9% (Kansas state 6.5% + Thomas County 1.75% + City of Colby 0.75%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Pub. 1700 also lists 2 special districts inside the city (community improvement, transportation development or STAR bond districts); 2 of them carry a higher combined rate at their listed addresses. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."
