  • state_level: STATEWIDE, AND INDEPENDENT OF WHATEVER THIS CITY REQUIRES. Idaho Code 54-5204(1), in the Idaho Contractor Registration Act (Title 54, Chapter 52): "On and after January 1, 2006, it shall be unlawful for any person to engage in the business of, or hold himself out as, a contractor within this state without being registered as required in this chapter." A roofer is inside the definitions rather than at their edge: Idaho Code 54-5203(2) defines "construction" as "the performance of building, altering, repairing, adding to, subtracting from, improving, reconstructing, moving, excavating, wrecking or demolishing any building ... or other structure, project, development or improvement to real property," and 54-5203(3) defines "contractor" as anyone who undertakes, offers to undertake or performs that construction. It is a registration, administered by the Idaho Contractors Board within the Division of Occupational and Professional Licenses, not a competency licence with an exam.

Chubbuck's own building/licensing ordinance text is published only through a vendor code platform that returned a 403 challenge response to every attempt to read it this session (see adopted_code), so whether the City licenses or registers roofing contractors on its own, on top of the mandatory state registration, could not be confirmed. The one City document that WAS readable, the Chubbuck Fee Resolution and Fee Schedule, carries a generic "Business License Application & Renewal" fee ($25.00) and the standard set of municipal licence categories (alcohol, animal, and similar), but no dedicated building-trade or roofing-contractor licence fee line -- and a generic business licence is not a trade credential regardless. That is evidence, not a sourced local negative, so this record does not assert Chubbuck has no local contractor-licensing requirement; it only reports that none was found in the one document that could be opened. THE CITY'S OWN PAGE STATES A FLOATING REFERENCE TO WHATEVER THE STATE HAS ADOPTED. The Chubbuck Building Division page states, under "Overview/Codes": "The City has adopted the 2018 International Residential Code, 2018 International Building Code, 2018 Existing Building Code, and 2018 International Energy code, all as promulgated and amended by the State of Idaho." That "as promulgated and amended by the State of Idaho" language describes the same shape of adoption seen elsewhere in this state's cities: the City moves with whatever edition the State of Idaho has currently adopted rather than being frozen at a fixed year. WHAT THE STATE HAS CURRENTLY ADOPTED, READ DIRECTLY. IDAPA 24.39.30.600.03, the Idaho Building Code Board's own current rule, adopts "International Residential Code, 2018 Edition ... Parts I, II, III, and IX of the 2018 Edition for one (1)- and two (2)-family dwellings," together with a seventeen-item state amendment list, effective July 1, 2024. Roofing sits in Part III and is covered. The rule's only two amendments to Section R105.2 (the permit-exemption list) are a dimension change under item 7's "Building" subheading (replacing "24 inches (610 mm)" with "four (4) feet (1219) mm)") and adding a new exemption, "11. Flag poles" -- neither touches roofing. Section R301.2.1.2, Protection of Openings, is deleted statewide; that is a window and door wind-borne-debris provision, not a roofing one. THE CITY'S OWN CHAPTER, READ IN FULL, ADDS NOTHING TO IT. Chapter 15.04, "Codes Adopted," was fetched and read section by section -- all twelve numbered sections (15.04.010 through 15.04.110). Section 15.04.010, "Building Codes Adopted," names the same code list as the City's current webpage and closes: "The adopted versions of these codes shall be deemed superseded by successive versions of such codes as they are adopted or approved by the board, effective on the date any such codes are made effective by the board" -- confirming the floating reference. Section 15.04.020, "Exemptions," reads in its entirety "(Rep. by Ord. 754, 2016)" -- the City once had its own local permit-exemption list and repealed it outright, without replacement, so no Chubbuck-specific exemption from a building permit exists at all; the only exempt-work list in force is the residential code's own, as the State has amended it. Section 15.04.030, "Other Codes Adopted," adds only the uniform code for abatement of dangerous buildings. The remaining sections (copies available, hours of operation, handicapped accessibility, a repealed gravel-base section, building-department notification, permit fees, worker sanitary needs, and site refuse management) are administrative and touch nothing in Chapter 9, Roof Assemblies, or the R105 permit provisions. Chubbuck has therefore made no amendment of its own to the adopted code's roofing provisions.

Required — Neither the State of Idaho nor the City of Chubbuck modifies the model rule. IDAPA 24.39.30.600.03, the Idaho Building Code Board's complete list of state amendments to the 2018 International Residential Code, contains no amendment to Chapter 9, Roof Assemblies. Chapter 15.04 of the Chubbuck City Code, read in full -- all twelve sections -- adds nothing of its own to the adopted codes. Impact-resistant roofing
Not required — No impact-resistance mandate applies in Chubbuck. IDAPA 24.39.30.600.03, the State of Idaho's complete list of amendments to the 2018 International Residential Code, contains no reference to UL 2218, to a Class 4 or Class IV impact rating, or to FM 4473, and no amendment to Chapter 9, Roof Assemblies. Chapter 15.04 of the Chubbuck City Code was read in full -- all twelve sections -- and contains no such reference either, and no hail provision. Neither the State's nor the City's adopted code requires an impact-resistant roof covering. Do not confuse a Class A, B or C rating (a FIRE classification tested to ASTM E108 or UL 790) or a Class D, F or H rating (a WIND classification tested to ASTM D3161 or D7158) with impact resistance; only UL 2218 or FM 4473 rates a covering for hail impact, and neither appears anywhere in the applicable code. An insurance discount for impact-rated shingles, where a carrier offers one, is a matter between the homeowner and the insurer and is not a code requirement in Chubbuck.
Repair permit threshold
NO DOLLAR FIGURE AND NO SQUARE-FOOTAGE THRESHOLD IS PUBLISHED FOR A CHUBBUCK RE-ROOF, AND THE CITY ONCE HAD ONE AND REPEALED IT. Chapter 15.04, "Codes Adopted," was read section by section. Section 15.04.020, "Exemptions," reads in its entirety "(Rep. by Ord. 754, 2016)" -- the City's own permit-exempt-work list was repealed outright in 2016 and never replaced, so no local exemption or threshold of any kind exists in Chubbuck's own code. The exempt-work list that applies is therefore the residential code's own, as the State of Idaho has amended it, and IDAPA 24.39.30.600.03 amends that list in exactly two places: a dimension change to an existing exempt item under the "Building" subheading, and a new exemption for flag poles. Neither touches roofing. Section 15.04.030, "Other Codes Adopted," and the remaining administrative sections of the chapter (fees, notification, hours of operation and the rest) add nothing further. This record does not supply a threshold the City has not published; confirm with the Building Division (208-417-7176) before assuming a small repair needs no permit.
Roof layer limit / recover
NEITHER THE STATE OF IDAHO NOR THE CITY OF CHUBBUCK MODIFIES THE MODEL RULE ON RECOVERING A ROOF. IDAPA 24.39.30.600.03, the Idaho Building Code Board's complete list of state amendments to the 2018 International Residential Code (seventeen items), contains no amendment to Chapter 9, Roof Assemblies. Chapter 15.04, "Codes Adopted," was read in full -- all twelve of its sections -- and none of them amends the adopted codes beyond what the State has already amended; nothing in the chapter touches Chapter 9 or any roof-covering technical provision. The base 2018 International Residential Code rule on roof recover versus replacement therefore applies unmodified. Base-code rule, Section R908.3.1.1, Roof recover not allowed: "A roof recover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer forces a full tear-off. A local Idaho amendment to this rule would be unusually visible: Idaho Code 39-4116(4)(d) allows a city to amend this part of the residential code only by ordinance, on a recorded finding of good cause for building or life safety, after a public hearing noticed with at least thirty days' written notice to the local chapters of the industry bodies listed in Idaho Code 39-4109(5). Chubbuck has taken no such step.
Deck & sheathing requirements
IDAPA 24.39.30.600.03, the State of Idaho's complete list of amendments to the 2018 International Residential Code, contains no amendment to Chapter 8, Roof-Ceiling Construction, which carries the code's roof sheathing provisions, nor to Chapter 9, Roof Assemblies. Chapter 15.04 of the Chubbuck City Code, read in full -- all twelve sections -- adds no amendment of its own and touches no roofing or roof-covering technical requirement anywhere in it. The base 2018 IRC roof sheathing and decking requirements therefore apply unmodified in Chubbuck, along with the shingle manufacturer's printed installation instructions, which the code makes binding. The City has not published its own version of Table R301.2(1), the climatic and geographic design criteria table that would set a local ground snow load for the deck's design load; see wind design criteria in this record for why that field is held.
Sales & use tax
6.0% -- the Idaho state rate, with no local add-on. Idaho Code 63-3619 imposes the state sales tax "at the rate of six percent (6%)." Idaho has only two kinds of local sales tax, and neither reaches roofing work in Chubbuck. The first is the resort-city local-option tax: the Idaho State Tax Commission's own current "City Sales Taxes" page names every city that levies one -- Bellevue, Bonners Ferry, Cascade, Crouch, Donnelly, Driggs, Hailey, Harrison, Irwin, Kellogg, Ketchum, Lava Hot Springs, Mackay, McCall, Ponderay, Riggins, Salmon, Sandpoint, Stanley, Sun Valley, Swan Valley, Tetonia and Victor -- and Chubbuck is not among them; Idaho Code 50-1044 confines that option to a resort city "with a population not in excess of ten thousand (10,000)" in any event, and Chubbuck's population is well above that figure. The second is an auditorium-district tax. Chubbuck sits inside the Pocatello-Chubbuck Auditorium District, and the Tax Commission's own Auditorium District Taxes page states plainly that such districts "can charge a local sales tax only for short-term lodging (30 days or less) within their district boundaries" -- it never touches a roofing job. Idaho counties levy no sales tax of their own, so being in Bannock County adds nothing either.
