Registration details
  • state_level: Missouri has no statewide roofing contractor licence: the index of Chapter 324 of the Revised Statutes of Missouri, the chapter on occupations and professions, lists no section on roofing contractors. Any licence, registration or bond is set by the city or county.
  • city_level: The City's Contractor Licensing page lists a "Sub-Contractor (Specialty Work: Roofing, Excavation, Siding, Sign, Fence, Demolition, etc.)" license type and says "Generally, any person or business that is hired to provide a service within the City of Carthage and/or is involved in the practice of construction of any type is required to obtain a Contractor's License." It adds that "All Contractor License holders shall file a certificate of insurance certifying public liability and worker's compensation coverage" or, if workers' compensation is not required, an affidavit stating so. Licenses are issued by the Public Works Department by calendar year.
Permit process note
The City's "When Do I Need A Permit" page says "The following list is a list of activities that require a permit" and the list includes "Roofing" and "Siding." The page adds that "failure to obtain a permit before starting a project that requires one is a violation of City Ordinances and may result in a fine." The City's Residential Construction page says the people who may apply for a residential building permit are the property owner or "A Contractor with a current City Contractor's License." The pages state no fee, no submittal list for a re-roof and no inspection steps for roofing.
Adopted code
THE 2018 INTERNATIONAL RESIDENTIAL CODE, PER THE CITY'S OWN CODES IN EFFECT PAGE. The page says "Currently, the City of Carthage enforces" a list that includes "2018 International Residential Code" and "2018 International Existing Building Code," along with the "Carthage City Code." The City's Residential Construction page says residential permits are regulated by the "International Residential Code 2018." This record did not read the Carthage City Code or any adopting ordinance, so it does not state whether the City has amended the IRC's roof provisions or which ordinance adopted these editions. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Wind design criteria
The City's Codes in Effect page lists "Structural Design Requirements" of "Ground Snow Load: 20 pounds per square foot" and "Wind Speed: 90 miles per hour." The page does not reproduce a Table R301.2(1), so these two values are the City's own published figures only.
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Carthage job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.

Building permits in the City of Carthage, Missouri, in Jasper County, are handled by the City's Public Works Department at 623 E. 7th Street, whose Building and Construction pages cover permits, inspections and contractor licences. Missouri leaves residential building codes to local adoption, so Carthage's roofing rules are its own. The City's Codes in Effect page names the 2018 International Residential Code, its permit list names roofing, and the City licenses roofing sub-contractors. This listing covers the office's contact details, the City's own statements on code and permits, and the state's sales-tax treatment of roofing materials.
