The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.

Adopted code
THE 2024 INTERNATIONAL RESIDENTIAL CODE WITH VILLAGE AMENDMENTS, PER ORDINANCE NO. 25-47 AS THE VILLAGE POSTS IT. The ordinance, passed and approved December 16, 2025 and in "full force and effect on February 1, 2026," replaces the Village's building-code chapter with a new Section 9-1-1 that adopts "International Residential Code (IRC) for One- and Two-Family Dwellings, 2024 Edition, as published by the International Code Council, Inc." Section 9-1-11 sets out the Village's amendments to that code, including its own Table R301.2(1) entries and a new gutter rule: "All dwelling units shall have gutters installed at the eaves of sloped roofs." Section 9-1-5 says no structure shall be "altered, repaired" without a building permit "except as specifically exempted in the adopted codes as amended by this ordinance." The Village's Codes and Regulations page links the ordinance, and links the Village Code itself on a separate host that this record did not read.
Ice & water shield
Required — REQUIRED, IN THE VILLAGE'S ENACTED AMENDMENTS. The Village's Table R301.2(1) entries in Section 9-1-11 of Ordinance No. 25-47 state "Ice Barrier Underlayment Required: Yes." This rests on the ordinance text as the Village posts it on its own site. About ice & water barrier
Impact-resistant roofing
Not required — NOT REQUIRED BY THE VILLAGE'S BUILDING-CODE CHAPTER. Ordinance No. 25-47, which replaces the Village's building-code chapter in its entirety and carries every Village amendment to the building, residential, existing building, fire, electrical and property maintenance codes, was read in full as the Village posts it, and contains no UL 2218, Class 4, hail or impact resistance requirement for roof coverings.
Wind design criteria
The Village's Table R301.2(1) entries in Section 9-1-11 of Ordinance No. 25-47 set "Ground Snow Load: 25 psf," "Wind Design - Speed (mph): 115," "Wind Design - Topographic effects: No," "Wind Design - Special wind region: No," "Wind Design - Windborne debris zone: No," "Seismic Design Category: B," weathering as "Severe," and a winter design temperature of "-4°F." The entries do not state a wind exposure category.
Roof layer limit / recover
TWO LAYERS AT MOST, PER THE VILLAGE'S OWN FEE SCHEDULE AND AMENDMENTS. The fee schedule's entry for adding a layer of asphalt shingles states a "two layer" maximum "allowed on structure," and the Village's amended Section R105.2 exempts one added layer of asphalt shingles only where "the existing roof covering is sound, the total number of roof coverings does not exceed two."
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Campton Hills job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.

Building permits in the Village of Campton Hills, Illinois, in Kane County, are handled by the Village's Building and Zoning Department at Village Hall, 40W270 LaFox Road, Suite B. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Campton Hills's roofing rules are its own: Ordinance No. 25-47, passed December 16, 2025 and effective February 1, 2026, adopts the 2024 International Residential Code with Village amendments. The Village's fee schedule prices a full tear-off roof replacement permit; this listing covers the office's contact details, the Village's own statements on code and permits, and the rules state law sets for every Illinois roofer.
