Do you need a permit to replace a roof in Branson, MO?
Adopted code
City of Branson Planning and Development Department, Building Division
Building permits in the City of Branson, Missouri, in Taney County, are handled by the City's Planning and Development Department, Building Division, at 110 West Maddux. Missouri leaves residential building codes to local adoption, so Branson's roofing rules are its own. The City's Building Code Information page lists the 2018 International Residential Code with local amendments, and the City's amendment text adopts that edition. This listing covers the office's contact details, the City's own statements on code and permits, and the state's sales-tax treatment of roofing materials.

Permit process note
The City's FAQ says "A building permit must be obtained prior to commencing any new construction or alterations to an existing structure" and that "All permit requests need to be made through the city's Citizenserve Portal." Its list of example projects does not name roofing, so this record does not state whether a roof replacement requires a permit.
Adopted code
THE 2018 INTERNATIONAL RESIDENTIAL CODE, PER THE CITY'S OWN AMENDMENT TEXT. The City's Building Code Information page lists "2018 International Residential Code - Local Amendments," and the amendment text it hosts (Chapter 18, Article V of the Branson Municipal Code) says "The International Residential Code, 2018 edition, published by the International Code Council, Inc." is "hereby adopted by the city with the additions, insertions, deletions and changes, if any, prescribed herein." The amendment document is marked as revised in January 2019. This record read that amendment text but not the full municipal code, which is hosted on a code publisher's site and was not read, so it does not state every City rule on roofing. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Ice & water shield
Not required — This rests on the City's amended Table R301.2(1) in its IRC amendment document, which lists "Ice shield underlayment required" as No. The full municipal code was not read.

Wind design criteria
The City's amended Table R301.2(1), in the IRC amendment document the City hosts, lists a wind speed of 90 mph, a ground snow load of 15, seismic zone B and a frost line depth of 18 inches.
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Branson job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.
