  • state_level: Roofing is a named Residential Specialty Contractor classification of the South Carolina Residential Builders Commission: "Roofers: the installation, alteration and repair of materials common to the residential building industry that form a watertight, weather resistant surface for roofs and decks, including all accessories, flashing, valleys, gravel stops and roof insulation panels above the roof deck." A residential specialty contractor is one who contracts to do "construction work, repairs, improvement, or reimprovement which requires special skills and involves the use of specialized construction trades or craft, when the undertakings exceed five hundred dollars" (S.C. Code Section 40-59-20), and "all residential specialty contractors must be registered, by the commission" (Section 40-59-220(A)). Section 40-59-220 also requires a residential specialty contractor to obtain a bond where the cost of an undertaking for an individual property owner exceeds five thousand dollars. A residential builder, one who undertakes the construction, repair, improvement or reimprovement of a residential building where the cost of the undertaking exceeds five thousand dollars, must be licensed. The permit office "shall refuse to issue a permit for an undertaking which requires licensure or registration under this chapter unless the applicant has furnished evidence that he is either licensed or registered in accordance with this chapter or exempt from the requirements of this chapter" (Section 40-59-280). Section 40-59-260 states that the chapter "does not apply to an owner of residential property who improves the property" where "the owner does the work himself, with his own employees, or with licensed contractors or registered entities or individuals", the structure is intended for the owner's or the owner's family's occupancy and not for sale or rent, and the general public does not have access to it; Section 40-59-270 states that the chapter "does not apply to a person licensed under Chapter 11" for that work.

No. 2025-26, November 13, 2025), names no edition of any building code. Section 5-2 provides that "Detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories above grade plane in height with a separate means of egress, and their accessory structures not more than three stories above grade plane in height, shall comply with the International Residential Code." The Town's own current forms name the 2021 edition: its Wind Zone Design Certificate (updated 1/27/2025) states "The 2021 International Residential Code allows several structural design options for 140mph wind requirements", and its Residential Building Permit Application (updated 09/10/2026) carries "Window and Door Ratings Per 2021 IRC". At the state level, S.C. Code Section 6-9-10(A) requires every municipality to enforce the building codes the Building Codes Council adopts and provides that "The municipality or county shall enforce only the national building and safety codes provided in this chapter." The 2021 International Residential Code with South Carolina modifications (S.C. Code of Regulations 8-1200 et seq.) is the mandatory state residential code for permits applied for before January 1, 2027, the date the Building Codes Council set for local jurisdictions to implement the 2024 edition with South Carolina modifications (State Register Vol. 50, Issue 5, May 22, 2026). The Council's building code adoption page lists no approved local modification for the Town of Bluffton. The one South Carolina change to the roofing chapter replaces the drip-edge section: "A drip edge shall be provided at eaves and rake edges of asphalt shingle roofs where required by the manufacturer." (Reg. 8-1228, IRC Section R905.2.8.5.) Chapter 5, read in full, contains no roofing provision of its own, and none of the ordinances the Town has published since that codification (Nos. 2026-01 through 2026-07, the latest adopted August 11, 2026) amends Chapter 5.
Impact-resistant roofing
Not required — Neither the Town's Official Construction Code (Chapter 5 of the Bluffton Municipal Code) nor the South Carolina modifications to the 2021 International Residential Code amends the roofing chapter's impact provisions, and the Building Codes Council lists no approved local modification for the Town; no UL 2218 or Class 4 impact requirement appears in the Town's adopted code or its amendments. The "High Impact Glass" choice on the Town's window and door ratings form concerns protection of window and door openings from wind-borne debris, not the roof covering.
Repair permit threshold
The Town publishes no roofing threshold. It publishes a dedicated "RE-ROOF BUILDING PERMIT APPLICATION" (updated 01/27/2025) for residential and commercial re-roofs, which asks for the "Total Value of Construction" (including materials, labor and profit) and the "Roofing Materials", and notes that "All additional work will require a qualified contractor and separate permits." The Town's Master Fee Schedule (FY2027, effective July 1, 2026) has no separate roofing fee line and states that "Fees shall be waived for single family construction alterations to enlarge, alter, repair, remodel or add additions to existing structures when the value of said alteration is less than one thousand dollars ($1,000.00). A permit is required." Starting permit work without a permit is priced in the fee schedule as "Work without Applicable Permit", "Value of permit fee X 3"; Town Code Section 5-196 provides that where such work is started before the permit is obtained "the fees herein specified shall be doubled".
Wind design criteria
The Town states 140 mph. Its Wind Zone Design Certificate reads "I understand the Town of Bluffton is in a 140mph 3 second gust wind zone"; its Residential Building Permit Application's window and door ratings page is headed "WIND ZONE INLAND 140 MPH (B EXPOSURE)"; and its Roof Fastener and Shingles Certificate has the contractor certify that "The roof has been installed per the manufacturers installation instructions based on 140 mph 3 second wind gust in compliance with IRC 301.2.1.3". The Town publishes no climatic and geographic design criteria table of its own. The South Carolina modification to IRC Section R301.2.1 requires buildings to be "constructed in accordance with the previously published maps by the South Carolina Building Codes Council", provides that "The local building official may delineate the wind design category within their jurisdiction provided that it does not surpass those provided on the Applied Technology Council (ATC) website", and states that "Asphalt shingles shall be designed for wind speeds in accordance with Section R905.2.4." The Council's wind and seismic map for Beaufort County, whose note says it is based upon the "2015 South Carolina Residential Code and a report to the South Carolina Building Codes Council by Dr. Timothy Mays dated 6/30/2016", draws a line labeled "130 MPH" along the County's border with Hampton County and a line labeled "140 MPH" that runs down through the Broad River, Pinckney Island and Calibogue Sound; the map's Bluffton, on the May River, lies west of the 140 MPH line. The Council's map page says the county maps were approved "for the 2021 code cycle based on the 2015 International Residential Code".
Roof layer limit / recover
