The City of Beaumont enforces the 2021 International Residential Code, including appendices AA, AB, AC, AE, AJ, AP, AQ, AV and AW, with local amendments, as its residential building code (Code of Ordinances Sec. 24.02.101 and 24.02.102), alongside the 2021 International Building Code (Sec. 24.02.051), the 2021 International Existing Building Code (Sec. 24.02.301) and the 2020 edition of the ICC 600 Standard for Residential Construction in High Wind Regions (Sec. 24.08.001). The City's Adopted Building Codes page says the 2021 code list was adopted "Effective April 5, 2023" and that "all codes have local amendments"; the codified sections cite Ordinance 24-011 of March 19, 2024 as their latest source. Repair permit threshold
Beaumont sets no size threshold below which roof work is exempt from a permit. The City amends the IRC's permit-exemption list (Section R105.2, as amended by Sec. 24.02.102 of the Code of Ordinances), and the amended list names no roofing work. Its homestead clause lets "Homeowners able to prove homesteading at a single-family residence" perform "repair work without a permit", but states that "Repair work does not include ... any work that will alter the floor plan, windows, exterior doors, siding, roofing, or MEP's", and "This clause does not apply to landlords." The City's handout "Residential Work Not Requiring Permits" reproduces that list and states: "Any Scope of Work not on this list requires a permit." The only small-roof-repair carve-out the City publishes is from the windstorm inspection, not from the permit: its Windstorm Requirements handout lists "Roof repairs of less than 100 square feet not involving roof decking or framing members" among repairs that "don’t require a windstorm inspection", adding "(Note: this does not mean a city inspection is not required)".
Wind design criteria
Beaumont's residential code amends IRC Section R301.2.1.1, Wind limitations and wind design required (Sec. 24.02.102 of the Code of Ordinances): "In regions where the basic wind speeds from figure R301.2(4)B equal or exceed 100 miles per hour (45 m/s) in hurricane-prone regions, or 110 miles per hour (49 m/s) elsewhere, the design of buildings shall be in accordance with one of the following methods." Its item 2 reads: "All new residential and additions, construction and reroofs, shall comply to the International Code Council Standard for Residential Construction in High Wind Regions (ICC-600-2020) and the Texas Windstorm Inspection Program. Inspections shall be performed by a qualified engineer." The City separately adopts the 2020 edition of ICC 600 (Sec. 24.08.001). The City's Windstorm Requirements handout states: "Section 1609 of the IBC identifies Beaumont as a high wind region to be in conformance with either the ICC 600 or ASCE 7", and the City's own engineer certificate attests that a structure "is constructed in accordance with ICC 600-2020 or ASCE 7-16, whichever is applicable." The City's residential amendments do not fill in Table R301.2(1), Climatic and Geographic Design Criteria, so no City design wind speed is stated here. For windstorm insurance certification, TDI's Windstorm Inspection Program lists the 2024 International Residential Code and 2024 International Building Code (28 Texas Administrative Code Section 5.4013) as applying from 04/01/26, marked as a TWIA requirement; that is TDI's certification standard, not the City's adopted code. TDI's roofing guidance for coastal homes says: "If you’re using asphalt shingles on your roof, select shingles tested to meet the ASTM D 3161 Class F or ASTM D 7158 Class H requirements." Those are wind-resistance classes.
Roof layer limit / recover
The City writes no layer rule of its own. Beaumont adopts the 2021 International Residential Code in Sec. 24.02.101 of its Code of Ordinances, and Sec. 24.02.102, read in full, amends no Chapter 9 provision, including the reroofing section R908; the City's adoption of the 2021 International Existing Building Code (Sec. 24.02.301 and 24.02.302) likewise amends no reroofing provision. The 2021 IRC's reroofing limit is at Section R908.3.1.1, Roof recover not allowed, which bars a recover "Where the existing roof has two or more applications of any type of roof covering." Beaumont's amended Section R301.2.1.1 also requires reroofs to comply with ICC 600-2020 and the Texas Windstorm Inspection Program; the ICC 600 text is not restated here, so confirm with the Building Codes Division before planning a recover.
Deck & sheathing requirements
Sec. 24.02.102 of the City Code, which carries all of Beaumont's amendments to the 2021 IRC and was read in full, amends nothing in Chapter 8 (including roof sheathing, Section R803) or Chapter 9 (Roof Assemblies), so the base 2021 IRC roof sheathing and roof deck provisions apply in Beaumont unmodified; the City states no sheathing thickness, span or fastening schedule of its own. Under the same section's amended R301.2.1.1, reroofs must also comply with ICC 600-2020 and the Texas Windstorm Inspection Program, with inspections by a qualified engineer; the ICC 600 text is not restated here. TDI's post-storm roofing guidance for coastal homes advises: "You should have your roof deck inspected and replace any deteriorated or damaged decking before the installation of a new roof covering."
