The Residential Code of Ohio (RCO), Ohio Administrative Code Division 4101:8, adopted by the Ohio Board of Building Standards, governs one-, two- and three-family dwellings statewide; its roof assemblies rule (OAC 4101:8-9-01) and administration rule (OAC 4101:8-1-01) carry an effective date of July 1, 2019. In Avon, the Building Department administers building permits and inspections, and its page states that "All residential projects, as well as commercial and industrial projects fall under the authority of the Building Department." The same page states that "The Building Department is certified by the Ohio Department of Commerce Board of Building Standards to enforce the Ohio Basic Building Code."
