Adopted code
City of Arnold Building & Code Compliance Division
Building permits in the City of Arnold, Missouri, in Jefferson County, are handled by the Building & Code Compliance Division of the Community Development Department at City Hall, 2101 Jeffco Blvd. Missouri leaves residential building codes to local adoption, so Arnold's roofing rules are its own. The City's Adopted Codes list names the 2021 International Residential Code, and a City public notice describes amendments to it that include a full-roof-replacement rule. This listing covers the office's contact details, the City's own statements on code and permits, and the state's sales-tax treatment of roofing materials.

Registration details
- state_level: Missouri has no statewide roofing contractor licence: the index of Chapter 324 of the Revised Statutes of Missouri, the chapter on occupations and professions, lists no section on roofing contractors. Any licence, registration or bond is set by the city or county.
- city_level: The City's permits page says "Only contractors licensed by the City may do work in Arnold." Its FAQ says "Anyone that does work in the City of Arnold needs to apply for a business license with our City Clerk's Office" and that "they will require proof of insurance."
Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE, PER THE CITY'S OWN ADOPTED CODES LIST. The City's Building & Code Compliance page lists under "Adopted Codes" the "2021 International Building Code (IBC)," the "2021 International Residential Code (IRC)" and the "2020 National Electrical Code (NEC)." A City "Public Notice of Amendments to Adopted 2021 Building Codes" dated May 15, 2025 says the Council would take up ordinances amending Title V of the Code of Ordinances on August 13, 2025, and its draft text would add to the IRC a Section R908.1.1 reading "If any part of the roof requires replacement, the entire roof shall be replaced," with an exception for roof sections divided by "a clear, permanent separation," and would redefine roof repair so that replacing "more than one bundle of shingles (equivalent to more than 25 shingles)" is "a roof replacement rather than a repair." This record read only that notice, not the ordinances, so it does not confirm that those amendments were adopted in this form. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Arnold job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.
