Roofing permits & building code in Wolf Township
Roofing permit and contractor-licensing rules in Wolf Township are set locally by Wolf Township - Zoning and Construction Permits. Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Wolf Township's Building & Zoning page says "Wolf Township contracts with Code Inspections Inc. for both Zoning Permit compliance and Construction Permit management" and gives the firm's Lycoming County office at 2104 State Rte. 54, Montgomery, at 570-547-0488, and Section 5-201 of the Township Code (Ord. 2004-02, June 15, 2004; read October 10, 2026) says "The Township of Wolf hereby elects to administer and enforce the provisions of the Pennsylvania Construction Code Act". Section 5-201 adopts "The Uniform Construction Code, contained in 34 Pa.Code" "as amended from time to time" and the Township's pages name no code edition.
Permit process
Wolf Township has no statement of its own on reroofing in the pages and code read. Part 2 of Chapter 5 of the Township Code adopts "The Uniform Construction Code, contained in 34 Pa.Code" "as amended from time to time" as "the municipal building code of the Township of Wolf" and adds no clause requiring permits for residential repairs or alterations; Part 1 of that chapter adopts the International Property Maintenance Code. Section 27-1503 of the Zoning chapter says "Zoning permits shall not be required for the following activities outside of identified floodplain areas" and lists "General exterior maintenance and repair to existing buildings or structures; including siding, roofing, painting, the addition or replacement of storm windows, and similar activities"; that is a zoning permit, and this record does not decide whether a house reroof needs a building permit. The Township's fee schedule says "The Township will charge a $20 fee for building permits" and names no roofing line. The page of the Township's contracted agency that answers "Residential - What DOES require a Building Permit?" lists new dwellings, additions, demolition, larger accessory structures, decks, pools and alterations that make structural changes or affect the means of egress and names no roofing line; another answer on that page, about plan stamping, says "examples: changing furnace, new roofing, wire replacement, etc, it will still require a building permit, just not stamped plans." That agency page does not name Wolf Township and is not posted on the Township's own pages, and the same page says "some municipalities have adopted more restrictive requirements." The Township's Building & Zoning page says "All Building/Construction & Zoning Permit Applications take 10-15 Business days to process, if all required information is submitted!" and "Call Code Inspections, Inc. to discuss your plans and receive directions on how to proceed." The Township office is open from 8:00 am to 3:30 pm, at 570-584-2672. Read for this answer: the Township's home, Building & Zoning, Info & Forms and Contact pages; Chapter 5 (Code Enforcement) of the Township Code, in full; Section 27-1503 of the Zoning chapter; every page of a search of the whole Township Code for "roof" and for "reroofing"; the Township's fee schedule; and the agency's Permit & Inspection Information and FAQ pages.
