2015 Michigan Residential Code. This is state law and it is the same in every Michigan city, village, township and county: the state construction code act says "This act and the code apply throughout the state," and the Michigan Residential Code rule adopts "the international residential code, 2015 edition" with the state amendments in R 408.30500 to R 408.30547g. A 2021 edition was filed with the secretary of state in 2025 but has not taken effect. On July 7, 2025 the Michigan Court of Claims entered a stipulated order in Home Builders Assoc et al. v LARA et al., and the Michigan Department of Licensing and Regulatory Affairs (LARA) says that while that order remains in place "the 2015 versions of the IRC and residential provisions of the IECC standards currently adopted, in part, by each rule set will remain valid and in effect." Locally, the Charter Township of Waterford enforces this code itself through its Building Division; its permit pages, FAQ and 2026 fee schedule name no edition.
Permit process
The Charter Township of Waterford has published nothing that names roof work either way. Its FAQ answers "When is a building permit required?" with "All new construction and any structural modifications made to an existing structure require a building permit," and adds "Replacing windows or vinyl siding are considered maintenance and do not require a permit"; roofing is not mentioned, and the 2026 fee schedule has no roofing line. State law requires a permit before construction and says "A building permit is not required for ordinary repairs of a building or structure," without defining ordinary repairs; this record does not decide whether a reroof is one. The FAQ ends "For further details please contact our office, 248-674-6238." Building permits "must be submitted in person or by mail, not by email or BSA online", and "Permit fees are based on the cost of the project." The 2026 fee schedule charges $100 for the first $1,000 of construction value and $10 for each $1,000 after, takes a $100 bond on residential alterations, and charges twice the usual permit fee for work started before the permit is issued. Contractors register their state licence with the Township: "In order to register your Contractor's license" it asks for a copy of the licence, a driver's licence, a notarized form and a "$15.00 registration fee." On who pulls the permit, the FAQ says "If a homeowner hires a contractor, the contractor should obtain the permit." Inspectors are in the office only in the first hour of the working day; the office is open 8:00 a.m. to 5:00 p.m. from Labor Day to Memorial Day and 7:30 a.m. to 4:30 p.m. in summer.
