Roofing permits & building code in Vernon Township

Roofing permit and contractor-licensing rules in Vernon Township are set locally by Vernon Township - Construction Code Inspectors, Inc.. Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Contractor registration
Required
Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Vernon Township's Zoning and Building page says "Vernon Township uses the following Pennsylvania Department of Labor and Industry certified third party agency for permitting and inspections" and names "Construction Code Inspectors Inc (CCI)," 3178 State Route 257, Suite B, Seneca, phone 814-432-2630; the Township's Zoning Office at the municipal building, 16678 McMath Avenue, Meadville, issues zoning permits. Section 5-101 of the Township Code (Ord. 2004-01, March 4, 2004) adopts the "International Residential Code, 2003 Edition" and the "International Building Code, 2003 Edition," "the same being required by Act No. 45," with "each and all of the regulations, provisions, penalties, appendices, references, conditions and terms of the Pennsylvania Uniform Construction Code" adopted by reference; the Township's pages name no edition; this record has not read the 2003 edition's text and does not decide which edition the Township applies. Chapter 5 changes nothing in the code's roofing provisions.
Permit process
No Vernon Township text read for this record names roof covering work as building permit work or as exempt. Chapter 5, Part 1 of the Township Code names no roof work either way and has no permit section of its own. Section 27-902 of the Zoning Ordinance says zoning "Permits shall be required only for the following," listing new buildings, "Any structural alteration to an existing building or structure that increases the volume," pools, signs, paving, removals and floodplain development, and names no roof work; the Township's Zoning Permit Application lists "Roof" among its purposes of request and says "No construction activites may take place until Building Permit is issued." The Township's fee schedule (Resolution 2026-4) has no roofing line. Neither the Township's Zoning and Building page nor Construction Code Inspectors' pages read for this record say whether a reroof needs a building permit. Under state law, Act 45 section 104(b)(5) and (6) list "Alterations to residential buildings which do not make structural changes or changes to means of egress" and "Repairs to residential buildings" among work the Act does not apply to, "except as might be required by ordinances in effect pursuant to section 303(b)(1) or adopted pursuant to section 503," and 34 Pa. Code 403.62(c) says "A permit is not required for the exceptions listed in § 403.1(b) (relating to scope) and the following, if the work does not violate a law or ordinance." Read for this record: Chapter 5 of the Township Code, Code Enforcement, in full; Part 9 of the Zoning Ordinance, Administration; every page of a search of the whole Township Code for "roof" and for "reroofing," which found no permit provision naming roof work; the Township's Zoning and Building, Permit Applications and Ordinances pages, its Zoning Permit Application and its 2026 fee resolution; and Construction Code Inspectors' home and permit application pages. The Township office is at 16678 McMath Avenue, Meadville, (814) 337-8128, and the Zoning Office at (814) 337-8129, open Monday to Friday 8:00 a.m. to 4:00 p.m.; Construction Code Inspectors is at 814-432-2630.
