Roofing permits & building code in St. Gabriel

Roofing permit and contractor-licensing rules in St. Gabriel are set locally by City of St. Gabriel - Permits, Inspections and Plan Review. Louisiana licenses residential roofers at the state level: since January 1, 2026 anyone who offers or performs work on any part of a home’s roofing system worth $7,500 or more in labour and materials must hold the State Licensing Board for Contractors’ Residential Roofing or Residential Construction classification, with exemptions that include an owner overseeing work on their own residence and a subcontractor working directly for a licensed residential contractor, and a city or parish may not examine a state licensee but may add requirements no less stringent than the state’s, while every city and parish must enforce the Louisiana Uniform Construction Code and may not amend it — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Louisiana Uniform Construction Code. The Commission's rule adopts the "International Residential Code, 2021 Edition, not including Parts I-Administrative, and VIII-Electrical" with the State's amendments (LAC 17:I.107.A.1). The code law is now La. R.S. 37:3727 through 3750, enacted by Act 881 of 2026, effective August 1, 2026, which replaced former R.S. 40:1730.21 through 1730.40.2 and renamed the council the Louisiana Uniform Construction Code Commission. The code is mandatory everywhere in the state and may not be changed locally: "all municipalities and parishes in this state shall enforce only the Uniform Construction Code provided in this Chapter and as promulgated in the commission's rules and regulations," and "Nothing in this Chapter allows any local government to avoid enforcement, or to otherwise amend any of the mandatory construction code provisions required in this Chapter" (R.S. 37:3737(A)(1)). For roofs on houses, the statute adds that any municipality or parish that issues construction permits shall "Permit and inspect one- and two-family dwellings for roof construction and reroofing in compliance with the International Residential Code Chapters 8 and 9 requirements as adopted and promulgated by the commission" (R.S. 37:3737(I)(2)). The rule also says IRC enforcement "shall be mandatory only with respect to new construction, reconstruction, additions to homes previously built to the International Residential Code, and extensive alterations," and that Appendix J, Existing Buildings and Structures, "may be adopted and enforced only at the option of a parish, municipality, or regional planning commission" (LAC 17:I.107.A.1). Everything above is Louisiana state law, the same in every municipality. In St. Gabriel the city's own Permits, Inspections and Plan Review Division enforces the code; its page says the division is responsible for performing plan reviews, issuing, maintaining and tracking permits for all new construction, alterations, additions, repairs and demolitions, and inspecting all building projects to assure compliance with building codes and ordinances.
