Scottsbluff Municipal Code 4-1-2 ("Standard codes; adopted; exceptions") adopts the International Building Code 2018 Edition, the International Residential Code 1 & 2 Family Dwellings 2018 Edition including Appendix F, the International Energy Conservation Code 2018 Edition (adopted by the Nebraska Legislature as the Nebraska Energy Code) and the International Existing Building Code 2018 Edition except section 809. Houses run under the IRC. The chain of enacted ordinances behind that text: Ordinance No. 4251, passed on third reading January 21, 2020, brought the City to the 2018 IBC and 2018 IRC; Ordinance No. 4285, October 3, 2022, moved Appendix F from the IBC to the IRC, where staff had been enforcing it since 2020, and dropped a stale fire-code exclusion; Ordinance No. 4374, adopted May 4, 2026, added the International Existing Building Code reference. A separate section, 4-1-10.1 ("International Residential Code, portions excluded"), carves parts of the IRC out of the adoption: sections 105.2, 107, 112, 113, 309.5 and 313, Chapter 2904 (fire sprinkler system), and Chapters 11 through 42, which are the energy, plumbing, mechanical and electrical chapters. Chapter 9, Roof Assemblies, is not among the excluded portions, so it is in force as published. The exclusion of section 105.2 matters to a roofer: that is the model code's own list of work exempt from permit, and Scottsbluff has not adopted it, so the City's own permit rules govern instead.

Applications go through the City's online permitting portal, Scottsbluff Connect, which the City launched on November 7, 2023 and which now carries the majority of permits; paper forms remain for a few types, and the Building Moving and Demolition permit applications must still be completed at City Hall. The department publishes its own turnaround expectations - most remodels and smaller items reviewed within 24 hours, simple add-ons or garage permits same day to three days, and a new residential home or commercial development up to seven to ten days - and says inspection requests can typically be accommodated within 24 hours. Building permit fees for work other than commercial new construction run $30 on the first $1,000 of cost plus $5 per $1,000 or part thereof above that; the commercial new-construction schedule starts at $80 on the first $1,000 on the same $5 escalator.
