Rogers adopts the statewide residential code by reference rather than printing a separate or modified residential code of its own. City of Rogers Code of Ordinances Sec. 10-32 (Residential code adopted) states, verbatim: "There is hereby adopted by reference, as fully as though set out herein verbatim, that certain published code known as the International Residential Code most recently adopted within the Arkansas Fire Prevention Code, complete with appendices AE, AH, AJ, AO, and AQ, including any accumulative supplements, also including state reference codes and/or standards as and when adopted and approved by the Arkansas State Fire Marshal, one copy of which is on file in the office of the Rogers Clerk-Treasurer." Sec. 10-31 adopts the companion Building Code (Volume II) in the same terms. Sec. 10-33 (Amendments; modified) is the City's complete list of local amendments, and it targets only the Building Code (Volume II): Property Maintenance Code applicability to existing structures, Existing Building Code applicability to altered structures, and Swimming Pool and Spa Code applicability to in-ground pools/spas - no IRC (residential, Volume III) amendment appears anywhere in Sec. 10-33 or in the remainder of Article II (Secs. 10-34 through 10-61, entirely reserved from Sec. 10-36 onward). Arkansas's Fire Prevention Code (AFPC) 2021 Edition is itself a statewide floor, not a ceiling: AFPC [A] 101.2.2 (Locally adopted codes) provides that "Each district, county, municipality, or other political subdivision of this state shall only adopt and enforce the provisions of the Arkansas Fire Prevention Code, 2021 Edition[; t]he AFPC 2021 Edition shall be the only foundation document available for modification by local jurisdictions should they choose to adopt more stringent provisions." The City's own "Codes & Ordinances" page separately confirms current adoption: "2021 Arkansas Fire Prevention Code Vol. III - Residential (2021 IRC w/ Arkansas Amendments)," and additionally publishes the City's own printed design-criteria values (see wind_design_criteria and ice_water_shield_required).

The Community Risk Reduction Division (CRRD) of the Rogers Fire Department handles building permits at 113 North 4th St, Rogers, AR 72756; phone 479-621-1100; permitting hours Monday-Friday 7:30 a.m.-4:30 p.m. Building permit applications, plan uploads, and payment are submitted through the City's online portal at permitting.rogersar.gov. Per the City's own Building Inspections FAQ, verbatim: "When is a permit required? Permits are required for construction of all new buildings/structures, additions to buildings/structures, interior remodels/ alterations that include structural modifications, structural repairs to buildings, storm shelters, decks, covered patios, storage buildings, carports, fences over 7ft tall, swimming pools, demolition of structures, cell towers, tents over 400 sqft, plumbing, electrical and mechanical work," while "Cosmetic work such as painting, tiling, carpeting and replacing cabinets do not require a permit." A permit is valid for six months from issuance as long as work is receiving inspections, and starting work without a required permit triggers a Stop Work Order or Notice of Code Violation plus a penalty fee. The FAQ also states plainly: "The City of Rogers does not have jurisdiction outside of the city limits" - work outside city limits but within Benton County is permitted through the separate Benton County Risk Reduction office.
