Roofing permits & building code in Millersburg

Roofing permit and contractor-licensing rules in Millersburg are set locally by Millersburg Borough - Borough Office (Zoning and UCC Permits). Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Millersburg Borough's Permits page (read October 12, 2026) says "The Borough employs Barry Isett for UCC Permits" and "The Borough offers two options for UCC Permits" from two outside firms, Barry Isett & Associates and Building Inspection Underwriters, chosen when the zoning permit is completed. Section 5-101 of the Borough Code (Ord. 2-2004, effective July 8, 2004) says "Millersburg Borough hereby elects to administer and enforce the provisions of the Pennsylvania Construction Code Act" and that the Uniform Construction Code "is hereby adopted and incorporated herein by reference as the municipal building code of Millersburg Borough," and Ordinance No. 02-08 recites that the Borough has "opted in" to enforcement of the Act and Code. Section 5-101 also keeps in force building code ordinances adopted on or before July 1, 1999 that "equal or exceed the requirements of the Code." The Borough's pages name no edition of the Uniform Construction Code.
Permit process
No Millersburg Borough text read says that a reroof needs a permit or that it does not, and this record does not decide whether the Borough requires a permit for an ordinary reroof. The Permits page says the Borough's zoning permit is "Required for most exterior construction and demolition work as well as new signs" and that "UCC permits may be required for demolition and new construction in addition to local zoning, storm water and floodplain permits." The Borough's 2016 Zoning Ordinance, Section 4:1:3, says "A Zoning Permit is required to be issued prior to the start of any of the following activities: a. Erection, construction, movement, placement, razing, demolition, removal, alteration or expansion (vertical or horizontal) of a structure, building or sign," and, in item g, "No zoning permit shall be required for repairs or maintenance of any structure or land provided such repairs do not change the use or the exterior dimensions of the structure, or otherwise violate the provisions of this Ordinance." The clause names no roof work, and this record does not decide whether a house reroof is an alteration or a repair under it. Chapter 8 of the Code, Floodplains, says "Building permits shall be required before any construction or development is" undertaken "within any area of the Borough," in a floodplain chapter, and this record does not decide whether it reaches a reroof outside a floodplain. One outside firm's generic Application for Building and/or Electrical Permit, posted by the Borough, lists "Roofing -Total square feet" among boxes under "Type of work" on a form that also covers commercial, electrical, fence, sign and pool work, and the Borough's own zoning permit application lists no roofing box. Chapter 4 of the Code, Buildings, covers dangerous structures and off-street parking and sends the building permit process to "Ord. 3-1980 [Chapter 8]." Of the Borough's ordinances posted on its Ordinances page, the text-bearing ones (the 2005 codification chapters and the 2016 Zoning Ordinance, among others) were searched for roof words and name no roof permit or exemption; most of the 2004 to 2022 amending ordinances, including the 2017 property maintenance ordinance, are image-only PDFs with no text layer that this record could not search, and it does not decide what they say. Under state law, Act 45 section 104(b)(5) and (6) list "Alterations to residential buildings which do not make structural changes or changes to means of egress" and "Repairs to residential buildings" among work the Act does not apply to, "except as might be required by ordinances in effect pursuant to section 303(b)(1) or adopted pursuant to section 503," and 34 Pa. Code 403.62(c) says "A permit is not required for the exceptions listed in § 403.1(b) (relating to scope) and the following, if the work does not violate a law or ordinance." Ask the Borough Office at 717-692-2389 before work starts; the Permits page sends applicants to the Borough Manager to start the application process. Read for this answer: the Borough's Permits and Ordinance pages, Chapters 4, 5 and 8 of the Code, the 2016 Zoning Ordinance, Ordinance No. 02-08, the zoning permit application and the outside firm's building permit application.
