Roofing permits & building code in Marshall Township (Calhoun County)

Roofing permit and contractor-licensing rules in Marshall Township (Calhoun County) are set locally by Marshall Township - Building Department. Michigan licenses residential roofers at the state level — the Occupational Code’s residential maintenance and alteration contractor licence names roofing among its trades, with exemptions that include a job whose whole contract price is under $600 — and some cities add a local contractor registration on top, while the Michigan Residential Code applies throughout the state, so a city, village, township or county enforces the state code rather than writing its own roofing rules — always confirm the current requirements with the authority before starting work.

Contractor registration
Required
Adopted building code
2015 Michigan Residential Code. This is state law and it is the same in every Michigan city, village, township and county: the state construction code act says "This act and the code apply throughout the state," and the Michigan Residential Code rule adopts "the international residential code, 2015 edition" with the state amendments in R 408.30500 to R 408.30547g. A 2021 edition was filed with the secretary of state in 2025 but has not taken effect. On July 7, 2025 the Michigan Court of Claims entered a stipulated order in Home Builders Assoc et al. v LARA et al., and the Michigan Department of Licensing and Regulatory Affairs (LARA) says that while that order remains in place "the 2015 versions of the IRC and residential provisions of the IECC standards currently adopted, in part, by each rule set will remain valid and in effect." LARA's Statewide Jurisdiction List names the Township of Marshall, Calhoun County, as a local building code enforcer for building, electrical, mechanical and plumbing, and lists the City of Marshall separately. The township's ordinance list holds no code adoption ordinance: Ordinance 1987-2 designates the mechanical inspection official as the enforcing agency "pursuant to the provisions of the Michigan Mechanical Code", Ordinance 2015-01 designates violations of "the State Construction Code and the nationally recognized codes" as municipal civil infractions, and Ordinance 01-2011 sets floodplain rules; it provides that "Appendix G of the Michigan Building Code shall be enforced by the enforcing agency" and refers to "the current Michigan Residential Code". None names an edition, and the township's permit page and application name none either.
Registration details
  • state_level: Michigan licenses residential maintenance and alteration contractors under the Occupational Code, and that licence "includes the following crafts and trades" among which it names roofing (MCL 339.2404(3)); "A person shall not engage in or attempt to engage in the practice of an occupation regulated under this act" without the licence (MCL 339.601(1)). MCL 339.2403 lists who may work without one, including a project whose "aggregate contract price for the labor, material, and any other items for the undertaking or project is less than $600.00". This record does not decide whether a given roofer falls inside an exemption.
  • city_level: Marshall Township publishes no contractor registration or licence of its own: its building permit application asks for the contractor's "BUILDERS LICENSE NUMBER" and expiration date, workers compensation number and MESC employer number, and its Permits, Applications, & Inspections page, Zoning Ordinance and ordinance list name no township registration.
Permit process
In Marshall Township permit applications are printed from the township's Permits, Applications, & Inspections page and processed once payment is received. The page lists a Building and Plan Examination Permit, Mechanical, Electrical and Plumbing Permits, a Sign Permit and a Zoning Permit, and says "Questions about a permit? Please call the township @ 269.781.7976". Its building permit application asks for the contractor's "BUILDERS LICENSE NUMBER" and expiration date, a type of improvement (alteration, repair and others) and a project cost. Its permit fee schedule charges an administrative fee of $50.00 on every permit, a re-inspection fee of $50.00, and an inspection fee of $15.00 per 100 sq. ft. for dwelling additions and alterations (minimum $50 per inspection); it has no roofing line, and the file is dated 12-1-23 in its name, so confirm the current fee with the township. The Zoning Ordinance, Section 12-3, requires a Zoning Permit for Building Compliance for "All structural alterations (except for wholly interior alterations)" before a building permit is issued, and Section 12-4 sets the building permit rule and its exception for "Repairs of a minor nature". The township does not say whether a reroof falls under that exception, so the record does not decide it; call the township before the job. The page prints the township hall at 13551 15 Mile Road, Marshall, open Monday to Wednesday, 9:00AM to 3:30PM, and the application prints the same hall as 13551 Myron Avery Drive. The City of Marshall has its own building department and is not covered here.
