Leadville adopts the 2018 I-Codes by reference and, critically for roofing, adopts the IRC as a separate residential code alongside the IBC. Leadville Municipal Code Sec. 15.04.010 (Codes adopted) states, verbatim, at (a): "The International Building Code (IBC), 2018 Edition, as published by the International Code Council, Inc., ... is hereby adopted by reference as the City of Leadville Building Code as if fully set out in this section with the additions, deletions, insertions, and changes as set forth in Section 15.04.020 of this code." And at (b): "The International Residential Code (IRC), 2018 Edition, as published by the International Code Council, Inc, ... is hereby adopted by reference as the City of Leadville Residential Building Code ("IRC") as if fully set out in this section with the additions, deletions, insertions, and changes as set forth in Section 15.04.030 of this code." The IRC is therefore the operative code for one- and two-family dwelling roofing in Leadville, and Sec. 15.04.030 carries the City's substantial residential amendments - including a replaced Table R301.2(1) and rewritten ice-barrier provisions across IRC Sections R905.2.7 through R905.8.3.1 (see wind_design_criteria, ice_water_shield_required and drip_edge_required). Sec. 15.04.020(3) also adds an IBC Section 101.2.3 (Preemption) providing that "Whenever State law or State regulation imposes higher standards than are required by this code, the State law or State regulation providing the higher standard shall govern." The City's Building Department page separately notes that the City of Leadville and Lake County have both adopted the 2018 International Building Code; the codified Chapter 15.04 above is the authoritative and more complete statement, and is what this record relies on. The City of Leadville merged its building department with Lake County Community Planning & Development as of July 9, 2018. The county contracts with Colorado Code Consulting, which provides building, plumbing, and mechanical permits, plan review, and inspection services for the City of Leadville and Lake County. All permits are applied for at Lake County Community Planning & Development (719-486-2875); the county charges an additional 65 percent of the permit fee for plan reviews.
