Roofing permits & building code in Kankakee

Roofing permit and contractor-licensing rules in Kankakee are set locally by City of Kankakee Building & Code Enforcement Department. Illinois licenses roofing contractors at the state level: under the Roofing Industry Licensing Act (225 ILCS 335) no roofing work may be done except by a state-licensed roofing contractor or qualifying party, with a limited license for residential properties of 8 units or less and an unlimited license for everything else, and a city or county that requires a building permit may not issue one to a roofing contractor without proof of current state licensure, while some cities add their own contractor registration on top — always confirm the current requirements with the authority before starting work.

Contractor registration
Required
Adopted building code
THE 2018 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, PER CHAPTER 8 OF THE MUNICIPAL CODE AS THE CITY POSTS IT. Section 8-06 adopts the code "designated as the International Residential Code , 2018 edition (Excluding Appendices A through J)" as "the Residential Code of the City of Kankakee." Section 8-07 sets the City's revisions, enacted by Ordinance 2020-08 of January 21, 2020. They insert the City's own Table R301.2(1) values, including "Ice Shield Underlayment Required =Yes," and do not otherwise amend the IRC's roofing chapter.
Registration details
  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
  • city_level: A CITY CONTRACTOR REGISTRATION ON TOP OF THE STATE LICENSE. Article X of Chapter 8 says "No person shall engage in the business of a contractor without first obtaining proof of registration from the City of Kankakee," and "All contractors must provide a valid copy of a State of Illinois issued license or a valid proof of registration issued by local, county or state agencies that are required to do work within the City of Kankakee." A resident homeowner working on the home he or she lives in need not register.
Permit process
The department's page says "For Building & Code Enforcement, Building Codes and Permit questions and information, Call 815-936-7390." The City's fee schedule in Article XII of Chapter 8 sets the building permit fee for one and two-family dwellings at a "Minimum fee of $35.00 plus $10.00 per thousand (or 1%) of valuation of work. Maximum fee not to exceed $5,000.00," with "$50.00" for a re-inspection or extra inspection. Section 109.8 says anyone who starts work "before obtaining necessary permits shall be subject to a fee that is double the original fee." The City's residential code amendments delete five of the IRC's building permit exemptions, but neither the chapter nor the department page names roof replacement in terms, so this listing does not state a yes or no answer for a re-roof.
