Roofing permits & building code in Hickory Hills

Roofing permit and contractor-licensing rules in Hickory Hills are set locally by City of Hickory Hills Building Department. Illinois licenses roofing contractors at the state level: under the Roofing Industry Licensing Act (225 ILCS 335) no roofing work may be done except by a state-licensed roofing contractor or qualifying party, with a limited license for residential properties of 8 units or less and an unlimited license for everything else, and a city or county that requires a building permit may not issue one to a roofing contractor without proof of current state licensure, while some cities add their own contractor registration on top — always confirm the current requirements with the authority before starting work.

Contractor registration
Required
Adopted building code
THE 2024 INTERNATIONAL RESIDENTIAL CODE, PER THE TITLE OF ORDINANCE NO. 26-06; THE CITY'S OWN PAGES DO NOT AGREE ON THE EDITION. The City's Codes page links "Ordinance 26.06," of which it posts only the cover page, titled "AN ORDINANCE OF THE CITY OF HICKORY HILLS ADOPTING THE 2024 INTERNATIONAL BUILDING CODE, THE 2024 INTERNATIONAL RESIDENTIAL CODE, THE 2024 INTERNATIONAL MECHANICAL CODE" with the Illinois Plumbing Code, the 2024 International Fire Code, the Chicago Electrical Code and the Illinois Energy Conservation Code. The posted cover gives no adoption date and none of the ordinance's text. The City's Forms and Permits page still says "The city of Hickory Hills has adopted the 2021 International Building Code, as published by the International Code Council, Inc.," and the Chapter 24 text the City posts as "Building Codes - Part 1," marked February 2018 Supplement, adopts the "2015 International Residential Code" with City amendments. This listing did not read the amendments that go with the 2024 adoption, so it does not state whether the City has amended the IRC's roof provisions. The City's codified code is hosted on a third-party code library that this listing did not read.
Registration details
  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
  • city_level: A CITY CONTRACTOR LICENSE ON TOP OF THE STATE LICENSE. The City's Forms and Permits page says "All contractor licenses shall be issued for a period of one year which shall begin on January 1 and which shall terminate on December 31 of that year," lists a "Contractor License Fee $100.00. NO BOND REQUIRED," and says "Roofing contractors must submit a copy of their State of Illinois roofing contractor license."
Permit process
The Building Department's page says "Building permits for all new construction, remodeling or new additions, and other repair work are issued after the review of blueprints and site plan." The City's building permit application form has a line for the roofing contractor beside the general, carpentry and other trades. Neither names roof replacement in terms, so this listing does not state a yes or no answer for a re-roof. The Chapter 24 text the City posts adds that "The additional fee for commencing work without obtaining the necessary permits shall be $50 per day measured from the time that work began until the required permits are obtained." The page also says "All construction sites must have a dumpster" and sets construction hours of Monday through Saturday, 7:00 A.M. to 7:00 P.M.
