Registration requires evidence of workers compensation coverage, or a statement that none is required, together with an Iowa employer or special contractor account number; the fee is set by the director and may not exceed fifty dollars a year, and a self-employed contractor who does not pay more than two thousand dollars a year to employ others is exempt from the fee. An out-of-state contractor must file a twenty-five thousand dollar surety bond or show Department of Transportation prequalification. Registration is not a licence, and the distinction matters to a homeowner reading a bid: Iowa does not licence roofing as a trade, so state registration establishes standing to do business rather than any assessment of competence in roofing.
