Roofing permits & building code in Coaldale
Roofing permit and contractor-licensing rules in Coaldale are set locally by Coaldale Borough - Borough Office Permits. Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Coaldale Borough's Permits page lists building permit fees and says "Total bill will be provided by Systems Design at time of approval," and the Borough's Forms page posts a "Building Permit" application and a "Zoning Application" that are headed Advanced Code Consultants, LLC, whose building permit form says "APPLICANT OR AUTHORIZED AGENT IS RESPONSIBLE FOR CONTACTING ACC OFFICE FOR ALL REQUIRED INSPECTIONS"; the Borough office is at 221 3rd Street, Coaldale (570-645-6310). Coaldale Borough is in Schuylkill County. The Borough's ordinance adopting the Uniform Construction Code was not found among the ordinances its website lists, and the Borough Code and the older ordinances posted there are scanned page images that were not read for this record; the Borough's pages name no building code edition.
Permit process
The Borough's Permits page, read October 12, 2026, says "PERMITS ARE REQUIRED IN THE BOROUGH SOME OF THOSE PERMITS ARE AS FOLLOWS :" and, under building permits, "examples of when a building permit would be required - if you are changing the dimensions of an existing structure, building a deck, shed, or pool" and "All permits issued for building additions, alterations, and new construction according to ICC Property Maintenance Code." It lists a fee table by "OVERALL COST OF CONSTRUCTION" ("$0.00-$1,000.00 $10.00" up to "Over $ 10,000.00 1%"), a zoning permit fee list, and street excavation, solicitation, moving and dumpster permits, and it names no roof work either as permit work or as exempt. The Borough's building permit application lists "Alteration" and "Repair/Replacement" among its improvement types and names no roofing type, and its zoning application names no roof work except a type of sign. No Borough page read names a house reroof either as permit work or as exempt. Under state law, Act 45 section 104(b)(5) and (6) list "Alterations to residential buildings which do not make structural changes or changes to means of egress" and "Repairs to residential buildings" among work the Act does not apply to, "except as might be required by ordinances in effect pursuant to section 303(b)(1) or adopted pursuant to section 503," and 34 Pa. Code 403.62(c) says "A permit is not required for the exceptions listed in § 403.1(b) (relating to scope) and the following, if the work does not violate a law or ordinance." Ask the Borough office (570-645-6310) before starting. Read for this answer: the Borough's Permits, Forms, Borough Code and Ordinances pages and its building permit and zoning applications.
