Roofing permits & building code in Chanceford Township (York County)
Roofing permit and contractor-licensing rules in Chanceford Township (York County) are set locally by Chanceford Township - Building and Zoning Permits (Dependable Construction Code Services). Pennsylvania issues no state roofing licence, but its Home Improvement Consumer Protection Act requires a contractor to register with the Attorney General’s Bureau of Consumer Protection before doing home improvement work, which the Act defines to include roofs on jobs over $500, unless the contractor’s home improvement work totalled less than $5,000 in the previous tax year — and the Uniform Construction Code applies to buildings throughout the Commonwealth as a minimum a municipality may exceed but not fall below, with ordinary repairs to a house outside it unless a local ordinance brings them in, so whether a reroof needs a permit is a municipal question — always confirm the current requirements with the authority before starting work.

Adopted building code
The 2021 International Residential Code, as adopted by the State in the Pennsylvania Uniform Construction Code (UCC). 34 Pa. Code 403.21(a)(7) adopts "The 'International Residential Code of 2021,' except that:" followed by the State's list of exclusions and modifications, effective January 1, 2026 (55 Pa.B. 7701). None of the State's changes touches Chapter 9, Roof Assemblies, or Section R803, Roof Sheathing, so those apply as the International Code Council publishes them. Work on existing buildings is also pointed to the State's existing-building code: "The repair, alteration, change of occupancy, addition and relocation of existing buildings must comply with Chapter 34 of the 'International Building Code of 2021' or with the 'International Existing Building Code of 2021'" (34 Pa. Code 403.21(f)). The UCC is the minimum everywhere in the state: "no municipality may propose or enact any ordinance which is less than the minimum requirement of the Uniform Construction Code" (Pennsylvania Construction Code Act, Act 45 of 1999, section 503(b)). The Act also lists work it "shall not apply to", including "Alterations to residential buildings which do not make structural changes or changes to means of egress" or to "Repairs to residential buildings," in each case "except as might be required by ordinances" kept in force under section 303(b)(1) or adopted under section 503 (Act 45 section 104(b)(5) and (6); 34 Pa. Code 403.1(b)(8) and (9)). The Act defines a repair as "The reconstruction or renewal of any part of an existing building for the purpose of its maintenance." So whether the code's roofing rules reach a given house reroof depends on the municipality's own ordinances. Everything above is Pennsylvania state law, the same in every municipality. Locally, Chanceford Township's permits page says the Township "uses two third party companies in order to process building permits and for enforcement of ordinances" and directs "Information on permits containing the requirement of the Universal Code Construction (UCC), or to schedule UCC inspections" to Dependable Construction Code Services, LLC, whose own site lists Chanceford Township among municipalities contracted with it "as a third party inspection agency for all code disciplines of both non-residential and residential plan review and inspections"; applications are dropped off at the Township Office, 33 Muddy Creek Forks Road, Brogue. The Township does not publish its Uniform Construction Code adoption ordinance, and this record has not read it, so whether the Township changed any of the code's roofing provisions, or names an edition, is not shown here; the Township's pages name no edition.
Permit process
No Chanceford Township text read for this record says whether a residential reroof needs a building permit. The Township's combined Application for Building Permit and/or Zoning Permit (2026) names no roof work, the Township's 2026 fee schedule prices zoning permits by cost of construction and has no roofing line, and Dependable Construction Code Services' UCC Residential 2026 Fee Schedule, posted on the Township's site, has no roofing line. Dependable's own residents page says "Not sure if a permit is required, give us a call for an office meeting or onsite meeting" and "It is important to check with the Township prior to the start of construction to confirm that the work is exempt," and names no roof work either way. The Township does not publish its Uniform Construction Code adoption ordinance; its online list of ordinances has none, and this record has not read it. The Township's zoning ordinance (adopted May 13, 2024), Section 500, says "A building permit is an authorization issued by a local (municipal) government permitting the construction of a standalone structure or building addition. Building Permits will be reviewed and approved by 3rd party appointed by the board," and Section 501 requires a zoning permit before a building or structure is "erected, moved, placed, constructed, or enlarged"; neither names roof work. Under state law, Act 45 section 104(b)(5) and (6) list "Alterations to residential buildings which do not make structural changes or changes to means of egress" and "Repairs to residential buildings" among work the Act does not apply to, "except as might be required by ordinances in effect pursuant to section 303(b)(1) or adopted pursuant to section 503," and 34 Pa. Code 403.62(c) says "A permit is not required for the exceptions listed in § 403.1(b) (relating to scope) and the following, if the work does not violate a law or ordinance." The Forms page says "ALL PERMIT APPLICATIONS MUST BE DROPPED OFF AT THE TOWNSHIP OFFICE" and that "Zoning Permit is payable to Chanceford Township. Building Permit is payable to Dependable Construction Code Services." The Township Office is open Monday to Thursday, 8:00am to 4:00pm, at 717-927-6401, and Dependable Construction Code Services is at 717-759-5906. Read for this answer: the Township's home and Forms, Ordinances and Permits page; its 2026 Application for Building Permit and/or Zoning Permit; its 2026 fee schedule and the UCC Residential 2026 Fee Schedule it posts (scanned, read from the rendered page image); the zoning ordinance adopted May 13, 2024, in full; and Dependable Construction Code Services' home, residents, municipal applications and municipality links pages. The Township's UCC adoption ordinance is not published and was not read.
